JOB DESCRIPTION AND POSITION REQUIREMENTS:
Utility Services within the Office of the Physical Plant (https://opp.psu.edu) (OPP) is seeking a Chilled Water Supervisor to manage and oversee the 24/7 operations and maintenance of the Chilled Water System and the various individual chillers supporting specific buildings at University Park. The system includes chillers, pumps, cooling towers, heat exchangers, electrical gear, control systems and related infrastructure that supports the University Park Campus. The position does require a Universal Refrigeration License and management of a refrigeration storage and must follow PSU’s Refrigerant Management Program.
The position requires supervising and managing the technical staff which includes shift scheduling, health and safety, and timesheets. It also requires the use of Penn State’s Computer Maintenance Management System.
The current system has 3 plants that contain 17 chillers ranging from 900 tons to 3000 tons for a total of 28,400-ton capacity that serves over 145 buildings at University Park. There are approximately 20 standalone chillers that serve individual buildings. The candidate must understand hydronic performance (variable primary systems, primary and secondary systems), the relationship between flow and temperature on chiller capacity and operating parameters, and variable frequency drive operation and control. The building and space temperatures are controlled by Automated Logic Controls which are managed by others within the Physical Plant.
The position will require working with PSU Engineers, leading PSU Technicians and outside Engineers to ensure all future needs of the University will be met.
Typical responsibilities include:
+ Hire, train, evaluate, develop, and supervise staff and technical service employees engaged in maintaining utility services, plants, and distribution systems including electricity, steam, natural gas, compressed air, chilled water, potable water, wastewater, and stormwater, etc.
+ Establish work sequence; prioritize, schedule, and assign work
+ Monitor plant, infrastructure, and equipment maintenance and repair; coordinate utility shutdowns
+ Conduct site visits and safety audits; ensure regulation and job specification compliance; discuss, resolve, refer, and report issues
+ Confer/coordinate with vendors, contractors, faculty, researchers, engineers, project managers and coordinators; provide technical expertise/consultation, analyze problems and recommend/implement solutions
+ Administer budgets and monitor inventory; identify cost containment measures; research, recommend, and order equipment/materials
+ Communicate, enforce, and make recommendations for work rules, policies, and procedures
+ Ensure a safe work environment; participate in emergency planning and response; investigate accidents and prepare reports
+ Follow Collective Bargaining Agreement; participate in grievance procedures, hearings, and arbitrations

Education and experience:
Minimally requires a Bachelor's degree and 6 years of experience, or an equivalent combination of education and experience.
This position requires that you operate a motor vehicle as a part of your job duties. A valid driver’s license and successful completion of a motor vehicle records check will be required in addition to standard background checks.

The salary range for this position, including all possible grades is:
$68,200.00 - $102,300.00
