City-wide TB Elimination Campaign in Cebu City (CiTEC) Field Supervisor

 

Project Overview and Role:

USAID’s ProtectHealth, based in Manila, the Philippines, in collaboration with other USAID projects, supports the Government of the Philippines (GPH) to enhance access and financing to meet key HIV, tuberculosis (TB) and family planning (FP) outcomes while realizing its goal of achieving universal health care (UHC). USAID’s ProtectHealth will specifically support GPH’s implementation of the UHC Law by addressing policy and institutional bottlenecks within the health financing system.

USAID’s ProtectHealth has plans to provide technical assistance (TA) to enable the GPH to rapidly and effectively enact reforms envisioned in new legislation on UHC (Republic Act 11223) and TB (Republic Act 10767). Specifically, USAID’s ProtectHealth will build GPH capacity by testing the implementation of different health financing reforms in selected Local Government Units (LGUs) to generate evidence and influence policy development at the national and local level. In this context, USAID’s ProtectHealth is supporting the implementation of the City-wide TB Elimination Campaign (CiTEC) in Cebu City in collaboration with USAID’s TB Innovations and Health Systems Strengthening (IHSS). CiTEC aims to generate evidence and develop approaches, tools, and systems to support the Department of Health (DOH) and PhilHealth to implement UHC, using TB as the tracer program. In terms of financing, USAID’s ProtectHealth plans to provide support to Cebu City in securing grants from the DOH Central and Regional units, enhance the current TB DOTS Outpatient Benefit Package of PhilHealth, to include TB network accreditation, and ensure efficient consolidation of funds through the establishment of the Special Health Fund (SHF) or a similar fund pooling mechanism (e.g., TB trust fund), among others.

 Primary Duties and Responsibilities: 

This is a Cebu City-based consultancy responsible for managing, coordinating, and overall monitoring of the implementation of various activities under the CiTEC support of USAID’s ProtectHealth project. The duties of the CiTEC Field Supervisor will include, but are not limited to:

●Supervise CiTEC field staff in implementing masterlisting, profiling, TB screening activities, and other field activities in Brgy. Mambaling, according to provided protocols or guidance from Field Implementation Specialist and RMELFA Adviser;
●Prepare and coordinate logistical requirements in performing field activities for CiTEC in the barangay, together with Field Implementation Assistants;
●Supervise CiTEC field staff in identifying and engaging key stakeholders and partners in the community to support the implementation of various CiTEC activities;
●Coordinate with CiTEC field staff from USAID’s ProtectHealth and other partners to ensure timely and coordinated implementation of CiTEC activities;
●Coordinate with barangay officials, barangay health workers, and households on the scheduling of CiTEC activities;
●Coordinate with local stakeholders in Cebu City such as, but not limited to, Cebu City LGU, Cebu City Health Office (CHO), and Central Visayas Center for Health Development (CVCHD) as instructed by the Field Implementation Specialist;
●Mobilize and facilitate active participation of the community in various CiTEC activities, and ensure that community members are adequately informed of the intent and conduct of the CiTEC effort;
●Assist in the development of protocols, guidelines, technical documents, presentations, and reports related to implementation and community mobilization in the conduct of TB elimination activities;
●Oversee the registration and filing of PhilHealth claims of CiTEC-identified TB patients;
●Coordinate logistics and preparation in the barangay for Community-based Philhealth Registration (CbPR);
●Ensure complete documentation of activities and proper filing of documents and forms used in field activities;
●Ensure complete and timely endorsement of forms and documents for encoding to the CiTEC field data team
●Collaborating with ProtectHealth’s staff in the Manila office or in the regions outside Manila, as well as Palladium Headquarters (Washington, DC) based staff on technical analysis and report writing;
●Regularly updating the Field Implementation Specialist and Research, Monitoring, Evaluation and Learning, and Financial Analysis (RMELFA) Adviser and other staff with the progress of implementation of assigned deliverables and activities;
●Performing any other technical tasks related to CiTEC as may be directed by the Field Implementation Specialist and the RMELFA Adviser.

Required Qualifications:

 ●Degree in health-related courses, community development, social work, social sciences, or any related field;
●Previous experience in community mobilization or community work required;
●Experience in engaging communities in the context of health programs preferred, experience in TB program is an advantage;
●Proficiency in MS Office applications;
●Sound written and verbal communication skills in Cebuano and English;
●Strong organizational skills to ensure activities, schedules and progress of work are on schedule;
●Demonstrated sound judgment, problem-solving and decision making;
●Ability to work with a low level of supervision and as a part of a team when required.
