Call for Technical Experts, USAID/El Salvador Regional Policy and Data Management Activity

This Proposal Opportunity:
Palladium seeks highly motivated and experienced individuals for the anticipated USAID/El Salvador Regional Policy and Data Management Activity. This 5-year activity will modernize citizen security policy development through technology and data. In addition, it will promote leveraging peer networks, exchanges of best practices, and build upon lessons learned across the region.

Locations: Guatemala, El Salvador, Honduras, Costa Rica, Dominican Republic

Scope of Work:

Palladium is seeking a technical consultant to support conducting comprehensive research and providing detailed analysis to inform the technical approaches of the Transition, Resilience, and Rapid Response (T3R) portfolio for the anticipated USAID/El Salvador Regional Policy and Data Management Activity. The consultant should possess a deep understanding of ongoing donor and government-funded programming in the region, along with experience in the following areas:

Citizen security programming in Latin America, Central America and the Dominican RepublicLocal approaches to citizen security in Central America and the Dominican RepublicProgramming involving improving regional and national capacity for collecting, monitoring, and synthesizing security-related information and leveraging it for policymaking, strengthening civil society capacity for collecting, monitoring, and processing information related to citizen security; and assisting knowledge management.

The technical consultant will support by:

Providing insights and information to assist the capture team in developing situational, geographical, political, economic, legal, and institutional analyses pertaining to citizen security in Central America and the Dominican Republic.
Provide insights and information about local stakeholders, such as national and local governmental institutions, private sector; international and local NGOs; and others.In coordination with the team, identify, schedule, and attend meetings with local stakeholders during potential capture trip(s) and/or virtually.Participate in technical design sessions as requested. Provide input/comments to the proposal team and support development of the technical approach.

Key Competencies:

A bachelor’s degree in a relevant field of study required, Master’s degree in relevant field preferred.
Demonstrated experience overseeing and providing technical assistance in key areas of citizen security such as justice, criminology, crime prevention, and governance.
Experience in the implementation of similar sized USAID or other donor- supported programs in Central America and the Dominican Republic or similar context.
Knowledge of USAID contract management, policies, procedures, regulations and reporting requirements.
Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams. Evidence of strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the contract. Fluency in English is required.Central American and Dominican nationals are highly encouraged to apply.
