Job Overview The Operations Engineering Civil Engineer ensures the government makes the right investment at the right time to provide the maximum life-cycle value at the lowest overall cost. This role is in the R&O (Requirements and Optimization) section and holds responsibilities for: analyzing base infrastructure needs, identifying critical repair and improvement projects, developing comprehensive asset management plans, coordinating with various stakeholders to prioritize projects, managing project budgets, and ensuring compliance with Air Force engineering standards, all with a focus on optimizing resource allocation and maximizing operational readiness. This role is full time, onsite at Maxwell Air Force Base in Montgomery, Alabama. Work Model: Onsite Responsibilities Essential Functions and Duties: Infrastructure Assessment: Conduct thorough evaluations of existing base infrastructure, including buildings, utilities, runways, and pavements, to identify potential deficiencies and prioritize repair or upgrade needs. Project Planning and Programming: Develop detailed project plans and budget proposals for critical infrastructure improvements, considering factors like cost-effectiveness, environmental impact, and operational requirements. Asset Management: Manage the Air Force BUILDER Database (SMS) to maintain accurate information regarding the condition of base facilities, enabling effective asset management strategies. Requirements Analysis: Analyze operational mission needs and identify corresponding infrastructure requirements to support future operations and contingencies. Resource Allocation: Work with base leadership and higher headquarters to advocate for and secure funding for prioritized infrastructure projects based on identified needs. Project Oversight: Monitor the execution of assigned infrastructure projects, ensuring compliance with design specifications, construction schedules, and budget parameters. Sustainability Initiatives: Incorporate sustainable engineering practices into project design and implementation to minimize environmental impact and promote energy efficiency. Stakeholder Coordination: Collaborate with various stakeholders including base operations personnel, maintenance crews, environmental specialists, and contracting officers to effectively manage project execution. Data Analysis and Reporting: Utilize data analysis tools to track project progress, identify trends, and generate reports on infrastructure condition and resource utilization. Effectively coordinating several projects simultaneously. Communicating effectively orally and in writing. Completing all mandated training requirements per government and management directives. Timely and cost-effective performance of duties. Dealing with a variety of people in a professional, courteous manner in diversified situations. Adherence to established company operating policies, procedures and accepted industry practices. Compliance with company Standard Operating Procedures and Personnel policies and procedures. Embraces and contributes to the parent company’s safety culture. Having the ability to work well under pressure. Being onsite during normal business hours and the being able to report back when contract performance occurs outside normal duty hours. Performs other related work as assigned. Job Requirements Mandatory: Bachelor’s degree in civil engineering from an ABET accredited institution. Professional Engineer (PE) license preferred. 5+ years of experience in project management, construction, or facility maintenance. Experience with project management principles and practices Knowledge of construction methods, materials, and industry standards. 5+ years preferred. Proficiency in AutoCAD, GIS, Excel, and other relevant engineering software. 5+ years preferred. Ability to complete contractually obligated AFIT training. Familiarity with Air Force engineering doctrine and procedures. Strong analytical and problem-solving skills. Excellent communication and interpersonal skills to collaborate with diverse stakeholders. Prior Help Desk/office management experience highly preferred. Ability to manage multiple priority competing projects and tasks at once. Completion of WENG 200, 400, 550, 555; WMGT 341, 331 and 417. Experience using Microsoft Office applications. Ability to acquire and maintain required government clearances. Ability to deal with a variety of people in a professional, courteous manner in diversified situations. Ability to lead meeting using various media aids such as Teams, PowerPoint, Zoom, etc. Valid Driver’s License with acceptable driving record pertinent to the position. Ability to successfully pass any background checks and/or drug testing required on the contract. U.S. Citizenship. Occasionally lift and/or move up to 50 pounds and follow safe lifting procedures. Ability to obtain access to U.S. Government Installations through the Defense Biometric Identification System (DBIDS).
