Civil Engineer (Praia, Cabo Verde)

Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world. We are looking for an experienced Civil Engineer who will provide OBO/Praia with a comprehensive range of engineering services, including construction quality assurance, project management, and technical oversight for the Praia New Embassy Compound. You will support with the design/construct the chancery, consular access centers (CACs), a utility building, storage, mail screening facilities, public access areas, and official parking. As a Civil Engineer you will be responsible for conducting technical inspections of civil and structural elements, monitoring the contractor’s quality control program, and reviewing project drawings and specifications for compliance to applicable U.S. codes, regulations, and standard building practices. This is a four-year contract position based in Praia, Cabo Verde. Responsibilities: + Ensure the contractor performs work in accordance with the design documents, reviewing design/construction drawings and understanding design narratives and calculations to verify compliance with project specifications. + Review engineering shop drawings and assess if the contractor meets final design parameters. + Conduct onsite inspections to verify that construction elements are installed, formed, and executed properly, and ensure materials meet contract specifications. + Perform quality assurance tasks, ensuring contractor work is properly inspected, corrective actions are implemented, and contractor submittals comply with contract requirements. + Monitor the contractor’s quality assurance and safety programs, ensuring construction practices adhere to safety standards and are executed as per the contract. + Track construction progress against the project schedule, submitting weekly progress reports with recommendations based on technical reviews and field inspections. + Perform technical inspections of civil engineering elements, identifying non-compliance or issues and coordinating with other engineering disciplines as needed. + Prepare detailed construction reports, identifying issues related to civil engineering work and proposing solutions for the Project Director/Construction Manager. + Evaluate contractor’s proposed remedies for identified issues and provide solutions for project resolution. + Ensure all construction work on-site is performed in accordance with U.S. standards, utilizing current knowledge of acceptable products, procedures, and regulations. + Review design documents (drawings and specifications) prepared by the A/E and ensure quality assurance for the civil engineering components of the project. + Perform other responsibilities associated with this position as may be appropriate. Qualifications: + Bachelor’s degree in Civil Engineering from an accredited university in the United States, required + Professional Engineer (PE) license in Civil Engineering, preferred + Minimum of seven (7) years of experience required on construction projects of similar scope and dollar + Previous experience with OBO projects, required + Must possess a Final Secret, Interim Top Secret (ITS), or Final Top Secret (TS) + Knowledge of Construction Safety regulations, i.e. EM 385-1-1, OSHA, etc. Why Planate?
