Job Summary:
We are seeking a **Civil Engineer/Project Manager, PE (ENG Civil/Site Engineer 3)** to join our Pittsburgh, PA office. The ideal candidate will be responsible for overseeing civil engineering projects from conception to completion. This role involves managing project budgets, schedules, and resources while ensuring compliance with regulations and safety standards.
**Job Responsibilities include but are not limited to:**
+ Lead the development, preparation, review and submittal of plans and specifications for site development and restoration projects including Abandoned Mine Lands (AML) projects
+ Development and review submittal packages, with a team of engineers and scientists, that include grading plans, drainage facilities, details, calculations, erosion and sedimentation controls, and technical specifications suitable for submittal to regulatory agencies
+ Prepare engineers construction cost estimates and assist with project proposals
+ Provide technical support for various other projects involving site reclamation, gas pipeline installation, well pad construction, general site development, and stormwater management
+ Assist with the preparation of permitting packages required by governmental entities including, but not limited to the Pennsylvania Department of Environmental Protection (PADEP), the West Virginia Department of Environmental Protection (WVDEP), county conservation districts, and/or local municipalities
+ Oversight and review of AutoCAD drawing production by others
+ Hands-on technical analysis of designs at various project locations
+ Preparation of new details and design elements or modification of existing drawings
+ Interfacing with local, state and federal regulatory agencies
+ Writing, reviewing and compiling reports-of-findings and permit applications
+ Communicate effectively and efficiently with project team members
+ Provide general project support
+ Abide by Atlas’ health and safety policies and procedures.
**Minimum Requirements:**
+ BS in Civil Engineering, Environmental Engineering, or a related engineering field
+ 7+ years of relevant experience with design, permitting and implementation of site civil construction projects
+ Possess a Professional Engineer (PA) license in Pennsylvania and/or West Virginia
+ Understanding of Federal and Pennsylvania environmental regulations; (SMCRA: Titles IV and V, Title 25: Chapters 77, 78, 86, 102 and 105). Knowledge of Ohio and West Virginia regulations is a plus.
+ Strong technical knowledge in civil site design including site grading, stormwater management design, and preparing technical reports and specifications
+ Knowledge of highwall reclamation design and/or acid mine drainage (AMD) treatment process(es) and mitigation a plus
+ Familiarity with AutoCAD Civil 3D is strongly preferred
+ Excellent interpersonal and effective oral and written communication skills with clients, regulators and senior management
+ Ability to occasionally travel to local and out-of-town project sites, up to 20%.
+ Strong written and oral communication skills.
+ Valid Driver’s License.
**Technical Requirements:**
+ Possess an Engineer-in-Training (EIT) certification.
+ Understanding of Pennsylvania and West Virginia regulation is a plus.
+ 5-15 years of relevant experience with civil site design and reclamation design.
+ Possess a high level of proficiency with AutoCAD Civil 3D software including but not limited to building surfaces, grading, creating profiles and sections, developing corridors and working with styles
+ Ability to travel 25-50%
+ Hybrid work environment - office and work
