CIVIL ENGINEER (STRUCTURAL)
Summary You will serve as a CIVIL ENGINEER (STRUCTURAL) in the Public Works Department of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic. **Above salary does not include locality. Locality adjustment will be determined by duty station location once a selection has been made.** This position is a 100% TDY position to Camp Lemonnier, Djibouti, Africa. This is a full-time temporary assignment not to exceed 1 year. May be filled as a temporary promotion or a temporary reassignment. Responsibilities You will perform analysis and prepare structural designs and specifications for a wide range of facility projects using structural analysis software and AutoCAD. You will assess structural condition of facilities to develop recommendations for necessary repairs and modifications. You will compose technical correspondence to communicate designs, plans and objectives to management officials, staff, and customers. You will review designs of projects prepared by in-house designers, AE firms, or Design-Build firms for completeness, technical adequacy, functional design, sound engineering practice, and compliance with applicable design criteria. You will ensure that the structural aspects of the project are constructed in accordance with contract plans and specifications. You will provide structural engineering support to active construction projects including the following activities; submittal review, respond to RFIs, quality assurance site visits and inspections, commissioning, and project closeout. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: 1) Using advanced concepts, principles, and practices in engineering/architecture to enable incumbent to serve as an expert in the complex multiple engineering areas of consultation, design, and construction; 2) Performing structural project development and design; 3) Preparing project specifications and cost estimates; 4) Utilizing computers for design, drafting and preparation on calculations and structural engineering drawings. Additional Information: Work Environment: Camp Lemonnier, Djibouti, Africa is located in a harsh environmental setting with adverse weather conditions for many months of the year (excessive heat, humidity, and rain) and working in areas populated by poisonous snakes, plants, and/or insects, and contagious diseases and poor air quality, chemical handling areas, and damp and unheated spaces. The work may require extensive work shifts of 12-16 hours a day and more than a 5 day workweek. Generally, indoor work location has power, water, heating and air conditioning, although outages should be expected. The incumbent will be required to live on the camp, where living quarters are a container living unit (CLU), which may be very cramped with the requirement to share bathroom facilities. Initial living quarters may be a tent. Fatigue may occur from long work hours and uncomfortable living conditions. The position may be required to provide immediate contingency support requiring a physical and immunizations deemed necessary for the environment in which this support is provided. Local Market Supplement (based on parent command location) Imminent Danger Pay - $225/month (first 42 days) Post Differential Allowance - currently 25% of base pay (beginning day 43+) Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Have a degree in professional engineering from an accredited college or university that has an engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET). OR A degree in professional engineering from an accredited college or university. The curriculum included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: If your curriculum was ABET certified, choose option A. OR A registered professional engineer in the District of Columbia, Guam, Puerto Rico, or any State in the U.S. The registration is based on a written examination given by the State Board. OR A registered professional engineer in the District of Columbia, Guam, Puerto Rico, or any state in the US, and my registration was achieved by means other than written test (e.g., State grandfather or eminence provisions), and my registration is in a specialty field within or closely related to the specialty of this position. OR Successfully passed the Engineer-in-Training (EIT) examination and completed all the requirements for a bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences (to receive credit, the specialty field of the BET program must be within or closely related to the specialty of this position. NOTE: You are highly encouraged to submit documentation that you passed the EIT examination with your application). OR Completed, at an accredited college or university, at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included courses as described in "B" above, and are acceptable toward a degree in professional engineering. OR Completed a four-year curriculum leading to a bachelor's degree in engineering technology or an appropriate professional field such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology. My work experience includes one or more years of professional engineering experience acquired under professional engineering supervision and guidance.
