Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will assess structural condition of facilities to develop recommendations for necessary repairs and modifications. You will prepare working drawings and specifications to comply with the scope of work and criteria for civil or structural work You will investigate construction to identify major problems and initiate corrective actions. You will coordinate the response to design-build submittals, construction contractor technical questions, shop drawing submittals and design revisions. Requirements Conditions of Employment Qualifications Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration For more information about EI and EIT registration requirements, please visit the National Society of Professional Engineers website at: http://www.nspe.orgOREvidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level: FOR GS-09: at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Resolving routine civil engineering problems in support of facility maintenance/repair projects; 2) Preparing civil engineering analysis, calculations, designs, and plans using AutoCAD, civil design/analysis software, specifications, and cost estimates; 3) Preparing preliminary design studies and outlining the design scope of civil engineering projects; 4) Utilizing and applying knowledge of civil engineering concepts, theories, principles, practices, and techniques to support the planning, design, construction and maintenance of architectural and engineering projects; 5) Providing proposed designs, analysis, recommendations and/or results of studies through written or oral presentations to team members. FOR GS-07: at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Researching civil systems and equipment to support civil engineering projects; 2) Using computer software (e.g., spreadsheets, databases, and AutoCAD) to assist in civil engineering analysis, calculations, designs, and the development of plans; 3) Reviewing engineering data (i.e., civil plans, specifications, cost estimates, etc.) for adequacy; 4) Utilizing and applying knowledge of local, state, federal laws, codes, and statutory requirements related to civil engineering design specifications. OR Successfully completed a 5 year program of study of at least 160 semester hours leading to a bachelor's degree in engineering. OR Successfully completed one full year of graduate level education. OR Successfully completed a bachelor's degree with superior academic achievement. OR A combination of experience and education as described above that equates to one year of experience. FOR GS-09:Successfully completed a 5 year program of study of at least 160 semester hours leading to a bachelor's degree in engineering and have one year of appropriate professional experience that required and was characterized by 1) professional knowledge of engineering, 2) professional ability to apply such knowledge to engineering problems, and 3) positive and continuing development of professional knowledge and ability OR Successfully completed a bachelor's degree with superior academic achievement and I have one year of professional engineering experience that required and was characterized by 1) professional knowledge of engineering, 2) professional ability to apply such knowledge to engineering problems, and 3) positive and continuing development of professional knowledge and ability. OR Successfully completed a master's or equivalent graduate degree. OR Successfully completed two full years of progressively higher graduate level education leading to a master's degree OR Have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent. DEGREE AUDITS ARE NOT VALID. PHYSICAL DEMANDS: Occasional physical activity is required including walking, climbing or bending in the performance of field work, for designs and during field inspections of existing and/or new facilities during design and construction. WORK ENVIRONMENT; Work is performed primarily in an office setting. Travel to CONUS and OCONUS activities for assigned projects is required. There are occasional factory visits, and exposures to conditions in buildings and facilities that are under construction. Travel under demanding conditions in support of military operations is also occasionally required. Percentage of travel is 15%.
