Civil Rights Investigator
Ability to obtain clearance | 70,000 per year | Detroit, MI, USA | Salary | Full Time SGI Global is seeking a Civil Rights Investigator to support the United States Attorney's Office (USAO) for the District of Michigan. The position will assist the government with its investigation of civil rights cases. The work requires a specialized knowledge of the processes, procedures, and practices. Responsibilities: + Assist with the planning and conduction of investigations of a highly complex nature. Potential investigations are identified by Civil Rights Unit and USAO management, attorneys, or the Senior Civil Investigator based on complaints, or may be referred by other federal agencies or instituted as part of a compliance review. The Investigator will gather factual information, prepares recommendations regarding what action, if any, the Unit should take, and assists the Unit's attorney(s) in planning and conducting investigations and any ensuing litigation. + Communicate with federal, state, and local officials, and other organizations and individuals related to subject of investigation for the purpose of gathering facts, obtaining statements, learning sequences of events, obtaining explanations, and otherwise advancing investigative objectives. Examine books, ledgers, payroll records, cost reports, billing statements, invoices, records, policies, public filings, correspondence, architectural drawings, computer data and other records pertaining to the entity, events, or allegations under investigation. Establish and/or verify relationships among all facts and evidence obtained or presented to confirm authenticity of documents, corroborate witness statements, and otherwise build proof necessary for successful litigation. + Define and conduct extensive research and analysis of data relating to suspected civil violations. Analyze information on target individuals and organizations by identifying relevant data sources, and extracting, analyzing, and validating data. + Review documents and other types of evidence to recognize the target's or organizations' pattern of operations in order to identify additional information of interest, anticipate events, and/or determine proof required to determine legal responsibility for violation(s), and devise methods for obtaining, preserving, and presenting evidence for greatest litigative effect. + Monitor, review and analyze information from multiple sources on a continual basis. Identify the need for further research, analysis, or investigation, and consolidate and disseminate information to various law enforcement agencies and other organizations as appropriate. + Assist with in-depth, face-to-face, and telephonic interviews with witnesses and victims. Identify and locate witnesses utilizing electronic and other methods of investigation. Summarize and synthesize witness statements and related documents. + Coordinate testing of housing providers as part of Fair Housing Act investigations in conjunction with the Civil Rights Division Housing and Civil Enforcement Section's program. In all such investigative activities, ensuring compliance with applicable requirements and instructions of U.S. Department of Justice and other pertinent authorities. + Understand and analyze medical, financial, and other reporting information and materials relevant to civil rights enforcement cases. + Work with the assigned AUSAs and/or supervisory attorneys to determines applicable administrative statutory and regulatory law and identify possible violations or causes of action. + Review, document, photograph, reports, bank records, interview files, computer data, and other produced materials. + Assist in formulating investigative plans to identify facts and issues involved in a case, the applicable theories of law, and the scope of the investigation. + Conduct intake of communication with the public regarding various civil rights complaints, and referring inquiries to applicable community resources, if appropriate. + Use specialized software including legal software and internet-based applications, when appropriate, to provide information and analysis for use by attorneys and management. + Plan and manage case files, documents, and databases. + Drafting correspondence and legal documents for review by attorneys. + Monitor defendants' compliance with settlements and consent decrees, and recommending appropriate action when deficiencies are identified. + Assist with the organization and participating in outreach activities with community and advocacy groups. + Related trial preparation such as compiling, organizing, indexing evidence, and managing the presentation of exhibits including preparation of narrative summaries, charts, tables, graphs, or other visual aids. + Devise and improvise methods of meeting investigative goals in an expeditious manner, determining the most efficacious methods for planning, scheduling, and conducting investigations, and identifies any resources that may be required. + Report facts clearly, accurately, and logically both orally and in writing. + Arrange for secure storage, preservation, organization and indexing of voluminous documentary evidence. + Possess understanding of all applicable federal, state, or local law to the extent necessary to make sound decisions on direction and scope of investigations. Determine proof required to affix legal responsibility for violations, and devise methods for obtaining, preserving, and presenting evidence to the greatest effect. + Conduct appropriate follow-up research and analysis, in consultation and coordination with Unit attorneys. + Related administrative tasks including copying, mailing, closing files, maintaining pleadings, etc. + Other related duties as assigned and within scope. Qualifications + Four (4) year undergraduate degree in criminal justice, law enforcement, statistical/data analysis, finance, accounting, or other related field or higher + Minimum 10 years of professional work experience planning and conducting complex civil investigations + Proficient in Microsoft Office applications (Excel, Outlook, Access, PowerPoint), Adobe Acrobat Professional, Lexis/Nexis and/or WestLaw + S.
