Job Summary
Under general direction, is responsible for managing and directing the City's workers' compensation, commercial insurance , and general liability claims program. Works closely with other City department representatives, the City's Third- Party Administrator, and the City Attorney's Office. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions
+ Researches and develops effective educational programs and presentations on Worker's Compensation, General Liability, and Commercial Insurance.
+ Oversees Worker's Compensation, General Liability, and Commercial Insurance claims programs.
+ Responsible for acquisition and maintenance of commercial insurance coverages and overseeing claims/reimbursements from commercial policy.
+ May act in the capacity of the Director in his/her absence, including all related responsibilities.
+ Supports the Director in managing the City's claims program, to include directing, training, monitoring, and assigning staff work.
+ Identifies and manages the implementation of program goals, objectives, policies and priorities.
+ Responds to and resolves difficult and sensitive inquires and complaints from residents and employees.
+ Develops appropriate performance measures to monitor and evaluate program effectiveness, and effects changes required for improvement.
+ Develops and maintains productive work relationships with City Executives, staff, and external Third-Party Administrator.
+ Obtains vendor services, including coordination of request for proposals, selection process, and presentations to management and City Council for approval.
+ Provides consultative services to departments regarding risk management program.
+ Monitors government regulations, developments, and trends as they relate to the City's claims program.
+ Develops and manages assigned annual budget, including preparation of annual cost analysis of assigned programs and future cost projections.
+ Reviews, analyzes and makes recommendations to management regarding claims settlement recommendations from the City Attorney's Office.
+ Directs and oversees the subrogation program.
+ Responsible for trending and data analysis in various scenarios; communicates the results and makes recommendations to upper management.
+ Oversees the City's Modified Duty Work Program.
+ Reviews and analyzes data provided for the City's Actuarial Analysis.
+ Oversees claims audits, internal and external.
+ Performs related duties and fulfills responsibilities as required.
Job Requirements
+ Bachelor's degree from an accredited college or university with preferable coursework in Public or Business Administration, Industry Safety, Risk Management, or a related field.
+ Four (4) years of experience managing risk management programs.
+ Equivalent combination of education and experience.
+ Valid Class "C" Texas Driver's License.

+ Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
+ Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
Knowledge, Skills, and Abilities
+ Knowledge of principles and practices of supervision, training, and personnel management.
+ Knowledge of Federal, State, and local laws related to Workers' Compensation and General Liability.
+ Knowledge of insurance principles and concepts.
+ Knowledge of general negligence principles and governmental immunity, in particular the Texas Tort Claims Act.
+ Skill in utilizing basic office equipment.
+ Advanced skill in using Microsoft Office software applications.
+ Ability to communicate clearly and effectively.
+ Ability to interpret liability and workers' compensation regulations and standards.
+ Ability to establish and maintain effective working relationships with City staff and the general public.
+ Ability to gather, analyze, and evaluate elaborate information to reach sound conclusions and recommend effective solutions to complex problems.
+ Ability to perform all the physical requirements of the position with or without accommodations.
+ Working conditions are in an office and outdoor environment.
