CLINICAL DIRECTOR OF BEHAVIORAL HEALTH RESID
JOB TITLE: Clinical Director of Behavioral Health Residential & School Programs POSITION GRADE: 86 DEPARTMENT/PROGRAM: Tuckahoe, LHTC, & School Clinicians SUPERVISOR: Chief Program Officer FLSA: Exempt SALARY RANGE: $85,000 - $106,834 (commensurate with education, licensure, and experience) JOB SUMMARY: Under the general direction of the Chief Program Officer, the Clinical Director of Behavioral Health will provide clinical and operational leadership to the Tuckahoe Community Residence program (supervising the program manager and therapist), as well as clinical leadership to mental health clinicians at Living Hope Treatment Center (LHTC) and School Social Workers at Villa of Hope School. The Clinical Director will lead the planning and execution of strategy, operations, financial management, compliance, quality of care, and evaluation of outcomes for Tuckahoe Community Residence (OMH licensed). Additionally, the Clinical Director will provide clinical supervision of Mental Health Clinicians at Living Hope Treatment Center and School Social Workers at Villa of Hope School. The Clinical Director is responsible for developing, implementing, and sustaining plans, systems, adequate staffing, policies, and processes to optimize these programs’ financial stability and positive impact on lives served. This position requires a true strategic and collaborative business partner with other program leaders as well as support department leaders to maximize access for clients to these services, and additionally other related services they may enroll in at Villa of Hope (Clinic, Health Homes/Care Management, etc.). The Clinical Director operates these programs in alignment with Value Based Payment principles, including regulatory compliance, risk management, staff development, and program budgets. Externally, this position represents Tuckahoe, LHTC, School, and the Agency in the community and with regional and statewide licensing bodies and coalitions. Carries out all job responsibilities with attention and intention to fostering a workplace environment and organizational culture consistent with Villa of Hope’s Mission, Vision, and core values – especially the Sanctuary Model and Diversity, Equity, Inclusion, & Belonging. Exercises full compliance with the Agency’s Code of Conduct, all other Agency Policies and Procedures, and Council on Accreditation (COA) standards. ESSENTIAL FUNCTIONS: + Cultivates the desired organizational culture of integrated Sanctuary Model and DEI&B in all aspects of essential functions and performance of duties. + Strategy: Leads strategic planning and execution for continuous performance quality improvement (PQI) at Tuckahoe Community Residence. Partners with the Senior Director of LHTC and the Director of Education in those programs. + Compliance: Maintains confidentiality and security for all client and staff related materials and/or records. Ensures full participation of Tuckahoe staff in compliance, quality assurance, utilization review, and program evaluation activities. Maintains operating certificates in good standing with OMH (Tuckahoe). Ensures clinical staff are in compliance for operating certificates with OASAS (LHTC) and NYSED (VOH School). Also responsible for program-level policies and process/workflow documents, keeping these up to date with regulatory changes and/or implementation improvement opportunities (standard operating procedures for staff). + Quality: Leads the Tuckahoe Community Resident team, and the clinical teams at LHTC and School, in the ongoing development and delivery of best-in-class clinical treatment services through person-centered, family-centric, evidence-based, and outcome-focused practices. + Financial Management: Develops department budget for Tuckahoe Community Residence in partnership with ELT, leads operations for performance planning, and makes necessary adjustments to ensure long-term viability of behavioral health residential programs. Related activities include as examples: assisting with cultivation of referral sources; monitoring of cycle time for referrals/admissions; utilization management; and documentation of services which aligns with requirements and prevents loss of revenue for services rendered. + Staffing/Program Culture: Maintains a program culture that attracts, develops, maintains, and motivates a diverse group of high-quality staff and volunteers (ex: student interns). Provides supervision, direction, coaching, mentoring and opportunities for professional development of direct reports and assures the same for their staff. Maintains a visible presence and accessibility between programs, including some evening/weekend hours. Provides regular feedback on performance, including supervision notes and annual performance evaluations. + Internal Partnerships: Serves as a member of the Agency’s Operational Leadership Team. Shares in the overall management of the Agency through participation on various committees, work groups, and teams as assigned. Consults with Development and Marketing team to develop competitive grant applications and advertisement materials to assure community awareness of behavioral health residential programs and their services. + External Partnerships: Represents the Agency in matters pertaining to Tuckahoe, and clinical aspects of LHTC and School, where appropriate. Attends various community activities and professional organizations as assigned and needed. Continuously cultivates relationships with community stakeholders, including other mental health and/or substance use disorder providers, to identify opportunities to strengthen Villa of Hope programs and/or the local system of behavioral health care. POSITION SPECIFICS: Education: Master's degree in social work required. LCSW required (will consider LMSW candidates who are eligible for LCSW within 6 months of hire). Valid NYS Driver’s License required. Experience: Minimum 5 years of experience providing mental health and/or substance use disorder clinical treatment services.
