Under general direction, oversees Clinical and Education Services activities for the local service area. Represents GMR to local committees, medical and training institutions, and other related agencies. Responsible for the creation, implementation, and tracking of education programs. Participates in Quality Assurance/Quality Improvement (QA/QI) data collection and analysis. ESSENTIAL FUNCTIONS/DUTIES: Assist in recruitment through involvement in area EMS classes and career days. Assist in the development of an orientation program and a system of continuing education. Actively participate in and/or develop a process for the evaluation and/or selection of equipment. Develop education process to include course objectives, examinations and manuals for use as lesson plans. Conduct orientation classes, certification classes to include ACLS/PALS/CPR/EMT Skills. Instructor certification to be obtained within 6 months of hire. Work with local physician advisory groups. Participate in clinical aspects of problem resolution. Oversee any clinical requirements related to contracts, agreements, etc. Track and review events in response to complaints and/or compliments relating to medical performance. Conduct clinical quality assurance investigations immediately upon receiving information regarding a possible protocol or standard of care violation. Identify, develop, and implement quality improvement (QI) programs. In order to assure clinical excellence, programs should include, but are not limited to, proactive and retrospective elements of QI concerning clinical call reviews, chart reviews, and trend analysis for both individual and group clinical performance. Such programs should drive the continuing education (CE) process and related coursed offered to field personnel. Responsible for the Field Training Officers (FTO’s). This includes, but is not limited to, leading the selection process of FTO’s; the monitoring and directing of the FTO program; assisting with development of FTO guidelines and procedures; and coordinating the Lead FTO’s. Represent GMR with local EMS education programs and assure integration with internship and preceptor needs. Serve as a clinical resource for field and management personnel. Assist in the creation/revision of medical policy. Oversee clinical aspects of field performance. Represent the Manager of Clinical and Education Services. Conduct clinical call reviews and investigations. Schedule continuing education programs pertinent to field education needs. Work with other CES Coordinators to assure standardization of CES programs throughout the service areas. Reviews completed patient care reports for accuracy. Design, implement, and review utilization management plans. Evaluate statistics regarding Medicare, Medicaid, and other billing for review of problem areas. Provide clinical support for documentation and billing personnel. Participate in appeals processes from a clinical perspective. Assist in planning and monitoring managed care utilization review. Adhere to all company policies and procedures. Adherence to and compliance with information systems security is everyone’s responsibility. Report information systems security problems. Perform other duties as assigned *Home office is located in San Diego, CA. Must be willing to travel to Imperial County regularly. QUALIFICATIONS Experience: Minimum 3 years experience in the direct delivery of pre-hospital care. Minimum 1 year experience as a Field Training Officer Education: High School diploma or equivalent Skills: Effective oral, written, and interpersonal communication skills Basic Microsoft knowledge Basic Knowledge of Quality Improvement concepts and principles Credentials/Licenses: All Current Paramedic Certifications BLS Instructor, within 6 months of hire ACLS Instructor, within 6 months of hire ALS Instructor, within 6 months of hire WORKING CONDITIONS AND MENTAL/PHYSICAL REQUIREMENTS: This position requires driving an emergency vehicle throughout shifts of varying durations (up to 8, 12 or 24 hours), use of stretchers, medical pumps and other medical equipment; walking on uneven or slippery ground depending on the location in which the transport occurs; exposure to red lights and sirens on ambulance and other emergency responder vehicles; exposure to various weather conditions; exposure to dust, gas, fumes or chemicals due to idling ambulances or when responding to calls; working at heights and/or chemicals due to idling ambulances or when responding to calls; working at heights and/or in confined spaces, depending on the call; and potential for exposure to blood-borne pathogens, known and unknown medical conditions (protective precautions are required). This position requires mostly office work and some riding in an ambulance, involving frequent sitting, walking, standing, bending, and moderate squatting, crouching, kneeling, twisting, crawling and climbing, and working in awkward positions when moving patients from all types of locations and within the emergency vehicle. This position requires manual dexterity of frequent simple and power grasping of both hands, moderate use of fine manipulation with both hands, and frequent pushing and pulling and reaching above and below shoulder level. This position also requires frequent use of foot controls when driving the emergency vehicle, utilizing stretchers, or operating other medical equipment with foot controls. Must be able to speak and enunciate clearly and at a level audible to others in loud conditions, must be able to speak clearly in stressful situations, must be able to verbally communicate with employees, customers, and leadership. Must be able to relate, communicate and interact with people at all levels within the Company and at customer facilities, as well as with people of diverse backgrounds, age levels ranging from infant to senior, disparate levels of comprehension, and potentially dealing with confused and agitated patients or family members. Requires ability to analyze, evaluate, compare, and compile information, and the ability to coordinate, communicate, and instruct.
