Clinical Laboratory Scientist- Education Debt Reduction Program
Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application. Responsibilities The Primary Purpose of the Position is: Provides authoritative advice and consultation on the information system as they apply to the clinical and anatomic laboratory. The location of the position is Pathology and Laboratory Medicine Service, VA North Texas Health Care System (VANTHCS), Dallas, Bonham, and Fort Worth, Texas. Duties include but are not limited to: Provides authoritative advice and consultation on the information system as they apply to the clinical laboratory. Advises all organizational levels on functions and capabilities of the LIS Implements and maintains coding and mapping for laboratory test ordering, reporting, billing, and workload recording considering compliance principles. Analyzes emerging trends, software and technology and adopts appropriate methods for local programs to meet agency goals. Serves as the local expert for national software developers for the testing and validation of software packages. Responsible for compliance with regulatory agency requirements as related to information systems and performs audits as needed. Provides consultation and training of personnel on computer functions, including ordering options. Responsible for the maintenance of computer files, menus, and security keys. For employees who do not meet all the basic requirements of this standard but met the qualifications applicable to the position at the time they were appointed, the following provisions apply: Employees may be reassigned, promoted up to and including the full performance (journey) level, or be changed to a lower grade within the occupation but may not be promoted beyond the journeyman level or newly placed in supervisory or managerial positions. If an assignment above the FPL requires an additional certification over and above the basic requirements, employees must meet the assignment-specific requirement before they can be promoted. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. Employees retained in this occupation under this provision who subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Employees initially grandfathered into this occupation who subsequently obtain certification that meets all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Certification: Supervisory Medical Technologist candidates must currently possess the appropriate certification as a MT, MLS, or CLS given by the ASCP-BOC, ASCP-BOR, or AMT. Grade Determinations: In addition to the basic requirements, you must meet the following: Experience: GS-12 Clinical Laboratory Scientist Experience: 1 year of creditable experience equivalent to the full performance level (GS-11), which is directly related to the position to be filled. Experience includes: Performs, evaluates, interprets, correlates, and validates the accuracy of laboratory procedures and results. Testing procedures performed on a verity of biological specimens. Correlates abnormal lab data with pathological states. Demonstrated Knowledge, Skills, and Abilities (KSAs): Knowledge of concepts, principles, and methodology of clinical laboratory technology in relation to laboratory information systems. Knowledge of laboratory operations and their relationship to the organization. Knowledge of laboratory computer systems sufficient to implement various laboratory associated packages and sustain operation of the laboratory system. Knowledge of compliance and regulatory requirements for laboratory functions. Ability to adapt, implement and integrate the use of software to specific laboratory applications and processes, including the use of office automation software. Ability to independently plan, organize, set priorities, work as a team member, and effectively complete assignments. Preferred Experience: One year creditable experience as a Medical Technologist at the GS 11 level or higher. Demonstrated experience working with laboratory information systems, HL7, and networking. Demonstrated experience interfacing laboratory instrumentation to laboratory information systems. Demonstrated experience setting up local servers as well as virtual servers and working in the cloud.
