The Cardiac Services System Clinical Manager is a highly responsible position that provides system leadership and strong management for all operational aspects and activities in the Cardiology Service Line for all campuses (Flagstaff, Cottonwood) . This position provides cross-health system leadership by modeling the organization’s philosophy and values, integrating our mission and vision into daily activities and future planning. This role dedicates efforts toward collaboration, innovation, and enabling others by using a systematic approach to continual improvement. This role also develops and implements policies, procedures, and practices that guide and support provision of services; and recommends a sufficient number of qualified and competent persons to provide care of the cardiovascular patients receiving invasive cardiovascular procedures and non-invasive testing, evaluation, program therapies/rehab.

 

The position demonstrates a high degree of organizational skill necessary to coordinate the complex logistics involved in bringing together patients, medical, nursing, and technical staff, and to coordinate all activities and equipment across multiple campuses. The role is responsible for maintaining the technical infrastructure components and software applications/tools necessary to provide uninterrupted patient services within the cross-campus health system departments including: image acquisition, storage and retrieval; clinical data acquisition and management; inventory management; and other equipment required for patient preparation/recovery, and the provision of diagnostic/therapeutic procedures.

 

The position provides direct supervision to all teams in the Cardiology Service Line, including nursing, technical, and clerical staff. The role is responsible for preparing and effectively managing capital and operating budgets and must devise and implement sound fiscal processes in accordance with hospital, State, and Federal regulatory guidelines.

 

Cross-campus travel to the various service locations of the cardiovascular departments is routinely expected as part of the job.

Responsibilities

Department Management
* Develops, implements, and revises policies, procedures, and practices that guide and support the provision of services for cardiovascular patients undergoing invasive and non-invasive cardiovascular procedures and testing.

* Assures that the department is functioning to its fullest capacity and is in accordance with accrediting agencies and hospital guidelines.

* Determines the qualifications and competencies of department personnel who provide patient care services and who are not licensed independent practitioners.

* Provides for the orientation, in-service training, and continuing education of all department personnel to assure competence and self-development of staff.

* Provides effective management and evaluation of staff and activities within the department. Assures efficient, productive functioning and quality of care and customer service for the cardiovascular patient.

* Recommends space and other resources needed by the department. Along with the CVSL physician leader and when applicable, the NAH CMO, leads the selection process for resources including imaging and other technical equipment, information systems, inventory control/management, and patient care delivery- related items.

* Reviews department objectives and assists in the development of short and long-range goals in conjunction with the Director of Cardiovascular Service Line, and the Clinical Operations Manager.

* Keeps abreast of new procedures, equipment and technologies in the field of cardiovascular care in order to maintain professional expertise and to plan for necessary growth in the department.

* Establishes appropriate charging, coding, and billing procedures for all technologies and therapies within the department in a timely manner to maximize reimbursements within hospital, State, and Federal guidelines.

* Establishes appropriate inventory control and cost reduction strategies for the department.

* Assures acquisition, reporting and maintenance of management data, including but not limited to monthly procedures volumes, on-time starts, inventory utilization, and supplier pricing/market share reporting.


Department Management Continued
* Prepares effective capital equipment and operating budgets. Quality Improvement
* Develops and demonstrates an advanced level of understanding of the organizational dynamics impacting the change process within the department and across the organization.

* Engages staff in team building activities to consistently improve the work environment and meet departmental goals.

* Establishes effective working relationships with the managers of the General Operating Room, Critical Care Units, Cardiac Medical/Surgical, and Emergency Department and Cardiology Practice areas to optimize shared services and resource utilization between patient care units.

* Participates and supports the development and conduction of research protocols within the department, with the intent to improve care, including medical, nursing, and ancillary staff research.

* Selectively participates in unit, department, and hospital-wide committees and task-forces to improve care processes for cardiovascular patients and their families.


Effective Communication
* Assures that hospital, State, and Federal standards for patient confidentiality are met in relation to technology infrastructure design and implementation, staff performance of daily activities, and all other communications.

* Provides information to the CVSL Clinical Operations Manager and Director of Cardiovascular Service Line for department-wide planning efforts involving space, equipment, staff, systems, services, revenues, expenses, and future programs and services.

* Provides information and communicates effectively with appropriate NAH departments to ensure accurate procedure coding/revenue capture, cost monitoring and control, and the overall timeliness and quality of services provided to customers.

* Provides and presents accurate information regarding equipment and staffing needs for the department budget in a clear, concise, and accurate format.

* Conducts regular staff meetings to effectively disseminate information, problem solve, and educate team members. Distributes minutes of same to ensure that all staff members are informed of significant clinical or administrative changes and decisions.

* Maintains an “open door” policy for the timely resolution of issues/concerns with physicians and staff members.


Compliance/Safety
* Responsible for reporting any safety-related incident in a timely fashion through the Midas/RDE tool; attends all safety-related training programs; performs work in a safe manner; monitors work environment for possible safety issues and ensures others are also performing work in a safe manner.

* Stays current and complies with state and federal regulations/statutes and company policies that impact the employee's area of responsibility.

* If required for the position, ensures all certifications and/or licenses are up-to-date and valid prior to expiration dates.

* Completes all company mandatory modules and required job-specific training in the specified time frame.

Qualifications

Education
Bachelor of Science Degree from an accredited college or university in a health related field, such as Nursing (BSN), Biology or other Health Science, or in Health Services Management or actively enrolled in BSN program with a completion date within three years from date of hire or Registered Cardiac Sonographer (RCS) - Required

 


Certification & Licensures
Current, unrestricted RN license in the State of Arizona or ARRT or ARDMS or Registered

 

Cardiac Sonographer (RCS)- Required

 

BLS (American Heart Assoc.)- Required

 

ACLS (American Heart Assoc.)- Required

 

Employee will obtain and maintain appropriate clinical competencies for the roles assigned by their departmental leader.

 


Experience
Minimum two to four years of progressively responsible experience in a Cardiac Catheterization or Cardiac Imaging/Diagnostics- Required

Supervisory or Management experience- Preferred
Management of health system mutli-campus cardiovascular services experience - Preferred
Proven capabilities in time/project management, fiscal management, quality improvement, research, customer relations, radiation protection and safety, and infection control.

Excellent communication and conflict resolution skills.

Ability to maintain composure under stress, using tact and good judgment.

Knowledge and abilities required to oversee and perform quality assurance and quality improvement activities.

Analytical decision making skills necessary to quickly assess and resolve complex logistical, technical, and patient care problems and issues.

Strong interpersonal skills in relating to medical and hospital staff.

Knowledge of the effective principles and practices of supervision.
