Responsibilities You will apply provide comprehensive and professional psychology services in support of the Naval Consolidated Brig Miramar (NCBM) requirements and initiatives. You will provide liaison with local medical command as well as any appropriate civilian hospital psychology departments, when needed services are unavailable at the brig. You will provide professional advisory services, consultation, and training to other health care professionals, installation personnel, correctional staff, and community agencies. You will provide facilitate group therapy and conduct individual therapy specific to prisoners with a history of sexual offending, violent offending, mental health concerns, trauma, and substance abuse. You will provide assessment, planning and implementation of interventions for the spectrum of problems encountered in a mental health clinic within a correctional setting. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying treatment methods and treatment interventions to counsel patients in a correctional setting; 2) Conducting both individual and group psychotherapy to patients; 3) Applying correctional healthcare program administration and community or other resources to solve prisoner health re-entry challenges; 4) Providing input to recommend changes for clinical and administrative processes. S. C 1997): Has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse; or Has been civilly or administratively adjudicated to have engaged in the activity described in paragraph (a)(2) of this section. Agency policy requires the consideration of any incidents of sexual harassment in determining whether to hire or promote anyone, or to enlist the services of any contractor, who may have contact with inmates. Agency policy requires that before it hires any new employees who may have contact with inmates, it (a) conducts criminal background record checks, and (b) consistent with federal, state, and local law, makes its best efforts to contact all prior institutional employers for information on substantiated allegations of sexual abuse or any resignation during a pending investigation of an allegation of sexual abuse. Education Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements a the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required. Additional Information This announcement uses the Certain Personnel of the DoD/modified direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position is at the full performance level. A 40 hour work week is typical in this position. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Work hour may be varied and may include evening and weekends. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. PHYSICAL DEMANDS: Incumbent works behind the secure perimeter and is in daily, routine, direct, and frequent contact with prisoners; as such, security situations may include high stress periods of contact with prisoners. At any time incumbent is in contact with prisoners, employee runs risk of a physical encounter. Incumbent is required to attend pre-service and in-service correctional training involving an array of topics including certification in first aid and cardio pulmonary resuscitation (CPR). Routine walking, standing bending and carrying light objects are required in this position and incumbent must be able to operate electronic and manual doors and gate. WORK ENVIRONMENT: Incumbent exercise normal safety and personal security practices required when working in a correctional setting. Incumbent often conducts treatments as the sole corrections representative present in treatment, but will never be alone in the clinical area. Incumbent must strictly adhere to security regulations and procedures. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
