The Closure and Interim Measures (C&IM) organization at WRPS performs waste management area closure activities for the Hanford tank farms in accordance with Site-wide integrated closure strategies. The C&IM organization is in search of a Senior-level Technical Specialist to lead the planning, performance, and reporting of technical evaluations associated with facility closure, interim measures, and correction actions for soil contamination, tank waste residuals, and contaminated equipment in tank farm areas. The successful candidate would provide technical input to baseline planning for vadose zone characterization and for design and implementation of vadose zone corrective actions. In addition, the Technical Specialist would provide strategies to achieve single-shell closure including design and implementation of interim and final corrective actions for various waste management areas, tank farms, and ancillary equipment. This would include development of technical plans and reports, including integration with U.S. Department of Energy (DOE), other site contractors, leading to DOE and stakeholder acceptance. The successful candidate would be the primary interface to the WRPS engineering organization and would provide technical oversight for subcontractor technical and engineering projects including development of requisition planning documents (e.g., technical specifications, scopes of work, etc.) for subcontractor services. The individual selected for this position will become an important technical leader within the multi-disciplinary C&IM organization and other supporting WRPS groups that are focused on a variety of tank-farm closure activities and will be responsible for performing the following duties: * Technical lead to C&IM project managers and cost account managers supporting C&IM work scope pertaining to regulatory closure of radiologically contaminated tank farm facilities. * Provide extensive technical consulting and-or interface to C&IM, WRPS management, WRPS Engineering, and the Department of Energy (DOE). * Represent technical issues to both internal, and external customers where appropriate; manage related correspondence. Interact with DOE-ORP, DOE-HQ, oversight panels and boards as appropriate and other organizations on matters involving assigned technical issues. * Provide input and participate in programmatic improvement initiatives in support of mission goals. Provide technical and operational input on such items as Authorization Basis documents, technical reports, and program-level procedures. Also provide input to training, procedures, and other support organizations, as appropriate. * Interface with the engineering design authority for Closure Group related engineering activities. * Support the preparation of baseline planning documents for soil characterization in tank farms. * Evaluate alternative interim measures, corrective measures, and closure methods and technologies for their potential to cost effectively advance the tank farms closure mission and reduce program risks. * Lead technical design of interim measures and corrective measures to assess and mitigate the effects of contamination in the tank farms vadose zone, including the evaluation of residual wastes in ancillary equipment in tank farm areas. * Provide mentorship for the professional development of C&IM technical staff. * Develop mitigation technologies for environmental closure and contaminant migration including evaluation of technical feasibility strategies. * Prepare requisition planning documents (specifications, scopes of work, etc.) for technical and-or engineering sub-contractors. * Comply with WRPS policies and procedures and ensure ISMS Principles are incorporated into organization's activities. Required Qualifications Grade 21: Bachelor of Science Degree (BS) in an earth science or environmental engineering field and a minimum of twelve (12) years directly related experience; to include a minimum of 10 years of technical project leadership associated with work scope supporting regulatory remedial action for radiological facilities. Grade 22: Bachelor of Science degree (BS) in an earth science or environmental engineering field and a minimum of fifteen (15) years directly related experience; to include a minimum of 10 years of technical project leadership associated with work scope supporting regulatory remedial action for radiological facilities. Note the essential duties for this grade level are like that of the previous grade level, however the scope of responsibility is larger, and the expected level of performance is increased. Desired Qualifications * Knowledgeable of interim regulatory corrective action strategies (example: infiltration barrier systems) and groundwater/soil contaminant sampling including familiarity with field sampling and analysis plans. * Experience with CERCLA remedial investigations is required. * Must possess excellent written and verbal communication skills and be able to convey ideas and information with peers, management, and stakeholders/regulators. * Master's degree in an earth science or environmental engineering field highly preferrable. * Current Professional Engineering (PE) license for the state of Washington is desired. * Must possess a working knowledge of regulatory requirements for human health and environmental risk assessment associated with a radiological facility. * Expertise in permit and design changes affecting regulated radiological facilities. Compensation & Benefits In accordance with the company's philosophy on compensation for exempt and salaried non-exempt employees, WRPS takes into consideration a variety of factors when determining initial salary to include assigned job scope and responsibility, a candidate's qualifications as compared to internal comparators performing in a similar role, and the external labor market. A salary offer will be made within the targeted hiring range posted. Note a candidate's prior salary history will not be taken into consideration.
