Co Director
Co Director JOB SUMMARY: Under the general supervision of General Counsel, the Co-Director is responsible for promoting the Partnership’s mission to provide, through labor-management cooperation, programs and services for CSEA-represented employees and NYS agencies that support career mobility, efficient and quality work environments, and effective labor-management relations. In consultation with the management Co-Director and the Board of Directors, establishes the organizational mission and vision, program, and policy direction for the Partnership. ESSENTIAL FUNCTIONS: 1. Develops and coordinates, with GOER, education and training programs that meet the career development needs of the CSEA membership. 2. Develops strategic goals based on data sources and feedback from staff members. 3. Provides coaching and administrative coordination within and among departmental work teams. 4. Conducts program research, development, implementation and management. Reviews all curriculum development projects. 5. Provides fiscal management of administrative and program funds. 6. Maintains effective relationships with the Governor’s Office of Employee Relations, educational providers, state agencies, Article 14 contractual programs and other labor/management programs to promote programs and services as needed. 7. Establishes and maintains effective public relations. 8. Provides oversight of the Manager of Employee Development Unit, Manager for Administrative Services, and Director of Communications and Marketing. Supervises and oversees Curriculum Development, Tuition Benefits, and Educational Advisement programs. 9. Provides professional development and staff training opportunities that fosters individual and team growth. 10. Assists CSEA and OER through participation in agency-wide initiatives, committees, and training. 11. Represents LEAP, as needed, with other union staff, CSEA officers, providers, agency staff, and GOER personnel. 12. Provides staff support during CSEA/State negotiations on education and training issues and programs. 13. Provides technical assistance in helping non-CSEA State units develop education and training opportunities. 14. Other related duties as assigned. MINIMUM QUALIFICATIONS: Bachelor’s Degree in education or a related field and five years of experience in: – Design, administration and evaluation of adult/higher education programs. – Research and design of adult/higher education training curricula. – Design, review and evaluation of contractor RFPs and administration of educational consultant contracts. – Direct experience in training working adult learners; including two years of supervisory experience. OR – A satisfactory combination of education, training and experience as determined by CSEA. NOTE: Candidates must possess a valid New York State Drivers’ License and car for business use in order to be appointed.
