Northrop Grumman’s Aeronautics Systems sector has an opening for a Program Manager 2 to support our Aerospace Structures Business Unit. The selected candidate will join our leadership team of qualified, diverse individuals onsite in Clearfield, Utah.

This position will manage the cost, schedule and technical performance of commercial Contract Research and Development programs and lead special projects that support high-rate commercial programs.  They will act as primary customer interface for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.  Additionally, they will establish and manage milestones and monitor adherence to master plans and schedules, identify program risks and opportunities, and obtain solutions, such as allocation of resources or changing contractual specifications. This leader will also direct and manage the work of employees assigned to the program from technical, operations and administrative.

A successful candidate must have a record of achieving successful outcomes by leading diverse technical teams, navigating internal processes, communicating with customers, creating a work environment that engages our employees, managing suppliers, bringing clarity and clear direction to ambiguous situations, excelling in the fundamentals of program management and perceptive use of predictive metrics. 

Roles and Responsibilities:

Responsible for tracking and presenting cost, schedule, and technical performance of the programProvide profit and loss leadershipManage the cost, schedule and technical performance of scope across multiple agile release teams while integrating an Integrated Product Team (IPT) structureResponsible for overseeing and managing the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line managementWork with team to develop efficient and effective proposal execution plans in response to complex solicitations from customersLead collaborative, engaged teams to develop basis of estimates, statements of work, and compliant proposals that effectively represent our strategy and baselineEnsure adherence to schedule, and continually manage risk to address volatility in proposal requirements, deadlines, and our offeringAssess project issues and develop resolutions to meet productivity, quality, and client-satisfaction goals and objectivesInterface as the lead with internal and external customers and company support organizationsAssemble input for proposal efforts into submittal format including pricing and ground rules and assumptionsExpected to interface with production leads and support groups to ensure issues are being addressed and driving team to completion of tasks on time to support schedulePerforms complex tasks and participates in determining objectives of assignment. Plan schedules and arranges own activities in accomplishing objectivesThe ability to recognize and respond to executive and customer goals to rapidly develop outcomes supporting program objectivesWork in a collaborative team environmentDevelopment and adherence to budget baselines utilizing Earned Value Management (EVM) methodologies and toolsEnsure effective identification and management of issues, risks and opportunitiesDrive issues and decisions to closure considering competing points of view, constraints, customer/stakeholder priorities and company strategic objectivesLead the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract

Basic Qualifications:

Bachelor's degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined belowRelated experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functionsExperience with composite materials and large-scale assembly operationsExperience leading the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract

Preferred Qualifications:

Knowledge of earned value management and capture management (EVMS)SAP knowledgeKnowledge in Risk, Issues, and Opportunity managementKnowledge in Affordability process managementExperience leading, and directing activities of team members through execution of a formal proposal processKnowledge of pricing and proposalsCommercial program experience

Salary Range: $135,100.00 - $202,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
