Job Description:

Project and Team Management

Lead and be accountable for high-quality implementation of the ECT2 Project, in alignment with the requirements of the donor, internal standard and processes of the organization, and project Government counterpart.Responsible for producing monthly action plans in the two targeted districts, by ensuring quality of activities Lead the project team capacity building and mentoring, through on-the-job coaching, honest and timely feedback, field monitoring, and identification of learning/training needs and opportunities.Ensure coordination and integration of other World Vision’s projects in the same targeted districtsProvide strategic assistance towards sustainability of the projectDeputies the role of Chief Party throughout the implementation of the project

Commodity Management      

Oversee the management of commodities and LRP at the all level, ensuring that donor and organizational standards are maintained:

Establish strong internal controls in the accounting and reporting of all food commoditiesEnsure proper Pipeline management system with the donorEstablish warehouses that meet organizational and donor standards; regularly monitor the condition and quantity of commodities in warehouses to ensure quality is maintainedOversee transport of commodities to distribution points, verifying safety of transport to safeguard commoditiesEnsure that necessary documentation is completed at each stage of commodities management, to ensure that there is a clear paper trail for receipt, storage and usage of commodities.Reporting, monitoring, evaluation and learningResponsible for writing all final quarterly and Semiannual reports for donor, including producing expected annexes (beneficiary lists, photos, stories, etc.)Ensure M&E system of the project is in place, monitoring tools are in place, and timely baseline and evaluation are conductedWork with M&E  to Supervise data collection, and conduct quality assurance spot checks.Analyze quarterly data to identify gaps, and reflect on improvement to be incorporated for project implementation.Consistently look for more effective and efficient implementation methods and opportunities to increase impact.Actively engage with field work, monthly site visits and field-based coaching. Ensure that the project team is actively monitoring progress, identifying lessons and reviewing plans together on a monthly basis in a way that creates awareness, teamwork and ownership.

Administration and Financial Management of the Project

Work closely with the finance department to monitor project finances, expenditure, cash flow, and financial risks, ensure compliance with World Vision GuidelinesAnalyze of project ITSH spending and plan for remaining budget and project timelineApprove project expenses according to the Limit of Authority (LoA). For expenses beyond the LoA, review and confirm them before purchases are approved.Commodities ReportingEnsure monitoring and reporting system is being used to report on the usage of commodities:Review monthly warehousing reports from the Warehouse Supervisor and ensure these meet the necessary standards.Summarize warehousing reports and submit overall district commodities report on a monthly basis.Identify any concerns with progress in commodities management and report these to the Commodities Manager to ensure that plans for improvement can be developed.Complete commodity loss reports and follow disposal procedures in compliance with WV and donor commodity standards.Donor reporting

Port Operation & Logistics

Oversee receipt of all commodities to ensure they are recorded and stored in an accurate fashion:

With Commodities Manager develop a systematic and efficient approach to ensuring all commodities are well received.Coordinate with Shipping Agent and Surveyor and keep tracking of the ETA of the shipment, keeping all parts involved informedReceive the Shipping documents and coordinate with clearing agent for smooth and efficient Custom clearance processCoordinate with MINEDH at Provincial level for signing of Term Responsibility with customs for clearance purposeCoordinate with Health Representatives for quality assurance of the shipment received.Maintain a clear and complete paper trail for all the commodity receipts transactions from USDA through Nacala or Beira port.Maintain a clear accounting and documentation process for each shipment (BL, Commercial Invoice, Phyto-Sanitary Certificate, Certificate of Origin).Provide feedback to Commodities Manager regarding the status of receipts.Review & Processing of Invoices (Clearing Agent & Surveyors) and other Cooperating Partner reports

Staff Management

Effectively lead team staff to ensure they can conduct their duties to the necessary standards:Ensure all staff have their required tools and resources to to their jobEnsure there is clear JD for all staff.Ensure work plans are developed for commodities staff, documenting clear weekly and monthly targets.Provide guidance to commodities staff regarding necessary standards.Monitor the performance of commodities staff. Where issues of poor performance are identified, take action to correct these.Conduct 6-month and annual performance reviews of commodities staff.Prepare an annual development plan for commodities staff. Ensure that staff are given the opportunity to build their skills as noted in their development plan.

Supervision of Usage and Maintenance of Last Mile Mobile Solution (LMMS) for Commodities Accounting & Reporting

Ensure that the LMMS systems are installed and working effectively:

In Coordination with the CTS Coordination & Commodities Officers, Supervise the expansion of LMMS in the schoolsParticipate in LMMS/CTS forums for sharing common experiences and troubleshooting technical challengesHelp administer LMMS system users within the project in coordination with the commodity officer / manager.Work with software developers and software partners in new systems development.Report and Document shortfalls & technical failures, help to replicate problems and lead field installations with system upgrades/new releases.Prepare LMMS reports and forward to relevant departments within WVM and LMMS Global Team.

Compliance    

Ensure compliance in reportingEnsure any updates to LMMS are installed, staffs are trained, and the system is being utilised.Ensure implementation of all commodities activities are running according to established procedures and donor requirementsEnsure Compliance with World Vision ( food Assistance standard) and Donor regulation for CFR 200

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience     

•          4 Years relevant experience, for example accountability, storekeeping, bookkeeping.

•          Knowledge of warehousing, transport, shipping, port operations, clearing and practical freight forwarding is an advantage

•          Knowledge of major donor regulations pertaining to Commodities accountability and reporting is an advantage

•          Experience with an NGO or UN agency working in Food Assistance programs is preferred

Required Education, training, license, registration, and certification

Degree in relevant field or Diploma in Accounting, Business management, Statistic or related field

Preferred Knowledge and Qualifications       

Strong data management and analytical skillsDetail-focused with ability to manage large amounts of data and to identify discrepancies or anomaliesStrong computing skills with ability to use data management and data analysis software and toolsExcellent written and oral communication in Portuguese and EnglishAbility to understand complex procedures and to ensure these are implemented in detail

Travel and/or Work Environment Requirement        

Based at the Provincial office and spending 20% of time in the activity areas

Ability to perform multiple tasks.
