Summary of Role: 


Reporting to the Senior Commodity & Sourcing Manager in Direct Commodities, the Manager (Commodity Management & Sourcing) is primarily responsible for managing and overseeing all aspects of the commodity and supports MPM / IPT as SME from a programme/commodity perspective. Defines programme material strategy from within Direct Commodities and influences across the business to ensure programmes succeed in execution phase.

The Manager (Commodity Management & Sourcing) is the prime internal interface in collaboration with the IPT MPM regarding status and performance of the commodities on the programme. Manager (Commodity Management & Sourcing) is conduit between commodities and supports current programme, supplier performance and follow on business opportunities.

The Manager (Commodity Management & Sourcing) is skilled in providing innovative supply chain solutions to support the MPM facilitate program cost and schedule performance. Manager (Commodity Management & Sourcing) conducts Make v Buy exercises, develops sourcing strategies and Business Cases, selects sources, negotiates and manages supplier agreements of various types (Commodity/Service/ Consultant/ International) associated with complex supplier requirements. Liaises with suppliers at various management levels to drive improvement and resolve disputes.

Contributes to Business Area and Stakeholder Functional strategies via specific commodity strategies. Manages and monitors supply chain and supports the drive for business growth, efficiency, profitability and inter-company relationships. 

Main Duties (Leading and supporting):
 

Liaising with peers from other functions and RTX businesses and the Functional LT. 

Leads or supports cross-functional teams in conducting Make v Buy exercises and developing and deploying commodity strategies. These strategies include: Direct and indirect spend commodities, Target Return on Investment (ROI), Commodity risk management, Service levels, and Approved/preferred suppliers. 
 

Engages with Stakeholder Functional leads regarding supplier bid and selection criteria.
 

Participates in / leads supplier assessments and supplier development activity teams, including the administration of appropriate due diligence activity 
 

Leverages commodity opportunities and synergies across RTX. 
 

Ensures that strategies are in alignment with market conditions, Raytheon requirements, goals and growth plans. 
 

Leverages supplier and industry capabilities in conjunction with Stakeholder functions to align functional strategies and identify gaps to link supplier capabilities with Raytheon requirements. 
 

Develops Commodity Agreements
 

Develops and manages tenders. Performs or supports cost and price analysis, develops negotiation strategies, and leads negotiations in order to create value for money outcomes for procuring goods and services 
 

Produces business cases/ briefing materials for management reviews
 

Works with suppliers and functional stakeholders to achieve collaborative partnering, strategic relationship management to deliver required service level KPIs
 

Establishes and manages supplier relationships to include supplier continuous improvement/development goals. 
 

Executes to customer requirements including government regulations, public law and Raytheon policies and procedures.
 

Actively promotes the contributions that the function can make to achieving corporate objectives across the organisation, with stakeholders and with the supply chain
 

Continually assesses and promotes sustainable and responsible procurement, including social, cultural and diversity values in the organisation and throughout the supply chain
 

Utilises project management skills and techniques when managing suppliers.
 

Evaluates the challenges faced by the organisation and the supply chains and takes action to mitigate risks and to develop opportunities 
 

Responsible via subordinate personnel to place all non-Production requirements on suppliers in an expeditious and efficient manner in line with Raytheon policy and commodity strategies and to ensure the execution of the orders. 
 

Voice of Direct Commodities to liaise with others at own level form other functions,  businesses and the Functional Senior Leadership Team
 

Manager (Commodity Management & Sourcing) will cooperate between Supply Chain, IPT and other stakeholders throughout a project lifecycle, with particular focus on coordination during the design and development phases 
 

Collaborates with MPM to create, manage and executes material plan & strategy to ensure programme competitiveness and performance from the front end of the business through contract closure
 

Provides Direct Commodities support for Gates 0-11 activities 
 

Evaluates the challenges faced by the programme(s)/organisation and the supply chains and takes action to mitigate risks and to develop opportunities 
 

Produces business cases/ briefing materials for management reviews
 

Supports MPM & IPT Financial management for material targets & material forecasts 
 

Collaborate with MPM/IPT/Senior Commodity & Sourcing Manager the supplier management process
 

Supplier Risk/Opportunity Management Plan, Supplier performance,  Supplier metrics,  
Develop/evaluate make-buy & sourcing strategy, ensure appropriate Terms & Conditions Agreement; andCommunication and confirm across commodities the specific customer programme flow-down requirements such as DEFCON’s, FAR/DFARS, ITAR, Quality, Warranty, etc. 
 

Supporting the front end of the business, the Manager (Commodity Management & Sourcing) identifies and collaborates with MPM/IPT as SME for direct commodities supply base support to engineering and development
 

Ensures that commodity strategies are communicated within the IPT and are aligned with market conditions, Raytheon requirements, goals and growth plans 
 

Manager (Commodity Management & Sourcing) collaborates with key stakeholders on affordability, manufacturability and producibility
 

Engages across all direct commodities in support of the programme on selection criteria 
 

Actively promotes the contributions that Direct Commodities can make to achieve corporate objectives across the organisation, with key stakeholders
 

CPR representative where required
 

Deputise for Senior Manager
 

CORE Champions for development/improvement initiatives with Key Suppliers.
