Seeking a Communication Project Leader with experience in electrical and technology applications. The successful candidate should possess core expertise in one or more of subjects / disciplines:
Electrical systems including power (normal / emergency) distribution and lighting systems Electronic security systems including access control, CCTV, perimeter security and information assurance Telecommunications ISP / OSP infrastructure (ISP/OSP), wireless, DAS and RF systems Audio Visual systemsCapable of leading pre-construction cost estimating, survey, design, construction and commissioning teams in an IDIQ environment. Overall 10 years of experience with at least 5 years in project management responsible for budget, schedule and delivery. The balance of experience should be in design, construction, implementation including testing and commissioning. Candidate must be customer facing and command excellent communication skills, demonstrated ability to plan and lead a diverse team to execute a multiple year and multiple task order contract.
This position is in support of a multi-year Indefinite Delivery Indefinite Quantity DoD program based out of M.C. Dean's Stuttgart office.
Minimum Requirements are:
Must be able to obtain a clearance. Secret clearance or higher is a plus. Overall 10 years of experience with a minimum of 5 years of project management experience with a proven track record in leading a Federal program (or equivalent) with a focus on technology applications including electrical, electronic security systems, telecommunications infrastructure, audio visual systems and Information Assurance. B.S. Degree in Engineering (ABET accredited), Construction Management or Business Management and relevant field experience Individual must possess excellent communication skills and tact to work directly with customer and internal senior management, supervisory personnel, trade partners, and design professionals Ability to proactively identify and resolve business, technical and construction issues to include technical and design issues, operational challenges, work procedures, and potential customer concerns and complaints. Candidate must have proven experience in effectively managing multiple projects ranging in $500K-$10M in annual volume, to include quick ramp up to support multiple task order in multiple locations to include cost estimating, engineering, contract administration, subcontract management, claim negotiations, project controls, finance, installation and installation supervision, construction, resource planning and staffing.Responsibilities include:
Managing multiple Task Orders $500K -$10M in value, with an engineering and management staff of 20-30 personnel, specialty trade partners and overseeing M.C. Dean direct labor workforce consisting of technicians and electricians. Leading design-build Task Orders that include electrical, normal and emergency power, electronic security systems, CCTV, access control, A/V, telecommunications, ISP/OSP, wireless and other technology applications ensuring design efficiency and contractual compliance. Leading design teams in design reviews and quality checks. Scheduling the project(s) in logical steps to budget enough time required to meet deadlines Working with construction superintendent to develop installation execution plans determining labor requirements to dispatch tradesman to construction sites Planning, organizing and directing activities concerned with the upgrade and renovation in existing facilities in an operating environment responsible for design, installation, testing and start-up activities. Interpreting and explaining plans and contract terms to administrative staff, workers, and clients Negotiating revisions, changes and additions to contractual agreements with customer, consultants, suppliers and subcontractors Working directly with supervisors to direct engineering, construction, testing and commissioning activities. Coordinate with field personnel and/or engineering team to discuss any potential installation issues Monitoring project budgets to ensure positive cash flow and to maintain profitability Inspecting and reviewing projects to monitor compliance with building and safety codes, and other regulations Interface with internal and external customers Inspect and review projects to monitor compliance with contract documents, building and safety codes, and other applicable regulations Suggest process improvements / cost saving measures Equipment and material planning to ensure on-time delivery and location and storage to enhance project productivity Plan and obtain permits, badges and access requests in advance Working with Site Superintendent plan and maintain manpower forecasts in relation to budget and schedule Plan and actively track work to ensure compliance with project schedule and budget Preparing and leading project kickoff (PKOM), gate checks and monthly Key Project Reporting (KPR) Maintain organized and detailed project records Provide Customer with weekly project status and schedule updates Routine interface with customer team to develop client relations, address project status and respond to customer concernsPosition requirements include:
Experience working with management systems including estimating, scheduling and job cost reporting Experience in operational risk management and knowledge of safety and quality control requirements Experience overseeing and approving monthly job cost updates, productivity reports, and cash flow projections Proficient in reading drawings, schematics and interpreting and understanding statements of work (SOW) to develop cost proposals and execution plan. Proficiency in the Critical Path Method (CPM) scheduling method and General Contractor Schedules Must have a history of completing projects under budget and on-time Ability and willingness to relocate to customer for the duration of the project. Proficiency in estimating directly related to electrical and process controls Installations. Primavera P6 CPM Scheduling Experience and proficiency. US Citizen with the ability to obtain a Top Secret ClearanceAbilities:
