COMMUNITY APARTMENT MANAGER

Rate of Pay: $22-$24

 

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

Monitor and maintain facility appropriately to ensure a safe environment conducive to the health, safety, and well-being of tenants. 

Ensures efficient, confidential and comprehensive record keeping as mandated for tenant and staff related activities/incidents and site maintenance.

Implements policy and procedure at the apartment site.

Ensures paperwork completion to be in compliance with funding source regulations.

Accurately processes required funding source and agency paperwork related to tenant selection through move-out procedures, per regulatory and departmental compliance. 

Attends Tax Credit Specialist Training class through NCHM and passes exam.

Provides oversight and direction to site Maintenance Technician.

Ensures maintenance logs and records are maintained. Collaborates with the maintenance technician to ensure large physical plant and systems are maintained according to standards, including preventive maintenance. Maintains knowledge of the systems, trouble signals, and remedies.

Works with facilities department to represent agency to contractors and vendors, facilitates repair work done at site from initial contact/scope through completion to satisfaction. 

Works with AVP and Marketing Department to proactively market the site, minimizes vacancy rate and duration, maintains adequate waiting list.

Conducts tours and highlights product features and benefits.

Acts as a first resource for tenants, including orientation to site and requirements, through handling of ongoing issues.

Maintains open communication with tenants.

Ensures compliance to applicable Federal/State/Local and other governing entities’ rules, regulations and law.

Ability to effectively respond to common inquiries or complaints from tenants, staff, regulatory agencies or members of the community.

Participates in agency committees, meetings, and training as required.

Orders supplies and equipment.

Complies with all agency policies and procedures.

Other duties as assigned.

 

For the tenants living in the “special needs” apartments as defined by Housing and Community Services receiving Community Hab through People Inc:

Under the direction of the Associate Vice President/Program Director, may perform certain duties of a QIDP provided they are not solely responsible or accountable for the QIDP function. (Qualified Intellectual Disabilities Professional requires a 4 year degree and a year of experience with the Intellectual Disability population).

Directs and coordinates provision of services and integrated, active programming in sites under direction consistent with all applicable regulations and in conjunction with other agency operations and objectives including strategic planning and implementation of programmatic goals.

Promotes an environment in which individuals’ rights are upheld and individuals thrive.  Ensures regulatory and agency compliance requirements are met so individuals are cared for in a human, programmatic and comfortable manner.

Ensures each tenant who is living in the special needs units has an appropriately developed program plan that is reflective of his or her needs.  Maintains commitment to provide services that are responsive to the changing needs as defined by our individuals.

Ensures appropriate, effective and time communication across all program settings.  Keeps staff informed and trained on policies and procedures in a timely and clear manner. 

Responsible for appropriate staffing activities including the selection, supervision and retention of staff to meet individuals’ needs and service requirements.

Responsible for fiscal management duties to ensure sound fiscal accountability within the sites and individuals’ Rep Payee accounts.

MINIMUM QUALIFICATIONS:

Tax Credit Specialist Experience/Training Preferred.

Associates Degree and 2 Years Applicable Experience or training OR 4 year equivalent combination of education or experience.

Valid New York State Driver’s License that meets agency policy.

Experience working with individuals with Developmental Disabilities and/or Intellectual Disabilities Preferred.

Ability to meet physical requirements of the position when performing the following: standing, walking, sitting, bending, stooping, squatting, kneeling and climbing.

Lifting requirement of 35 lbs.

SUPERVISORY RESPONSIBILITIES:

Responsible for the supervision and development of Community Based Instructors.
