Hiring Range: $70,284.00-$80,000.00
Hours/Schedule: Monday - Friday / 9:00 a.m. - 5:30 p.m.
The Community Contracts and Partnerships Manager oversees equitable community engagement contracting and community grantmaking processes to ensure funding is distributed effectively and transparently. The role involves contract management, compliance monitoring, and relationship-building with community organizations, particularly grassroots and first-time contractors.
This position is part of the Neighborhood Improvement Services' Community Engagement Division, which is dedicated to fostering inclusion, transparency, and meaningful collaboration and engagement with historically underserved communities. Candidates who are passionate about equity, relationship-building, and creating impactful community programs will thrive in this role.
With a strong foundation in financial and program management, the Manager will act as a resource for internal and external stakeholders, helping to enhance the City’s ability to meet its community engagement goals through effective contracting and grant processes. The position also includes remote privileges, allowing for two days of remote work per week. Work is primarily conducted in an office environment, with occasional site visits to community events or meetings.
Duties/Responsibilities
Contract and Financial Management
+ Develop and administer contracts and grants, including drafting RFPs, managing selection processes, and onboarding contractors.
+ Oversee contractor performance to ensure timely submission of reports and alignment with program goals.
+ Track and manage funding allocations, ensuring compliance with financial guidelines, deadlines, and reporting requirements.
+ Design contracts and funding agreements to support strategic priorities and program objectives.
Stakeholder Collaboration and Community Support
+ Build relationships with community organizations, particularly grassroots and first-time contractors, or underserved communities, providing guidance on contracting and related processes.
+ Train and support City staff in equitable contracting practices to ensure transparency and accessibility.
+ Organize meetings with community partners and engage stakeholders to build trust and ensure contract deliverables are met.
+ May be assigned supervisory duties for temporary and/or part-time staff, integrating their efforts into program workflows while maintaining alignment with broader goals.
Strategic Leadership and Reporting
+ Manage timelines and priorities for multiple programs and funding streams, ensuring compliance and meeting deadlines.
+ Provide input on program development to ensure contracts are structured to achieve desired outcomes.
+ Recommend policies or procedures to enhance efficiency, transparency, and equity in contracting processes.
+ Monitor contractor performance and use data to guide recommendations and process improvements.
Minimum Qualifications & Experience
+ Bachelor’s degree in business, public administration, or a closely related field.
+ Four years of progressively responsible experience in contract management, grant administration, or related work.
Additional Preferred Skills
+ Experience working with grassroots organizations, first-time contractors, or underserved communities, particularly in a support or advisory capacity.
+ Knowledge of compliance requirements for federal and public funding sources to ensure accurate and transparent financial management.
+ Strong organizational skills with the ability to manage multiple priorities and deadlines for contracts, grants, and reporting processes.
+ Proficiency with financial systems such as OnBase and Microsoft tools, including Planner, Forms, Teams, and Lists.
+ Familiarity with equitable contracting frameworks and creative approaches to designing programs aligned with community needs.
+ Ability to create evaluation templates, develop reports on contractor performance, and use data to improve processes.
+ Comfort with updating websites and developing accessible presentations or promotional materials.
+ Bilingual proficiency in Spanish to enhance communication and accessibility.
