Description
Community Outreach Advocate
Under general supervision, performs difficult and complex duties related to the delivery of counseling, guidance, education, rehabilitation and/or supportive services in a program designed to improve the public health conditions of the citizens of Detroit; and performs comprehensive and technical investigations and research related to communicable diseases.
Examples of Duties
1. Plans, schedules and participates in interviews of program participants to obtain background information, conduct assessments, and determine eligibility and the nature and extent of services required.
2. Counsels participants on program requirements and services.
3. Refers participants to other agencies or programs for specialized services.
4. Follows up on referrals and maintains data on the numbers of clients referred.
5. Evaluates the effectiveness of programs and makes recommendations for improvements.
6. Ensures that programs conform to applicable federal regulations and departmental policies.
7. Reviews and revises policies or procedures designed to achieve the objectives of the assigned agency.
8. Develops and implements training programs.
9. Performs community outreach to inform the public and other service providers of agency objectives and activities.
10. Conducts complex studies and prepares reports related to demographic issues that affect the form and success of services.
11. Conducts detailed investigations through interviews and research of files; reports on findings; and maintains related records.
12. Prepares case files of participants interviewed.
13. Maintains contacts with public and private social agencies to obtain information referrals.
14. Attends, participates in and/or conducts professional meetings and conferences designed to improve and update knowledge and skills related to service delivery.
15. Prepares charts and graphs; and writes summaries, analyses and reports.
16. Prepares information for use by superiors, commissions or special committees.
17. Devises or writes informational pamphlets, brochures and posters.
18. Answers inquiries from the public and other municipal or regulatory agencies.
24. Assumes additional duties and responsibilities in the absence of superiors.
SKILL IN:
+ Designing and implementing social service or other programs.
+ Use of personal computers, common office word processing, spreadsheet and database software.
+ Oral and written communication.
+ Research, analyses and report writing.
ABILITY TO:
+ Coordinate a multi-agency program.
+ Communicate effectively, both orally and in writing, with staff, clients and representatives of other social service agencies.
+ Prepare charts, graphs, pamphlets, brochures and posters.
+ Supervise, train and instruct others.
Minimum Qualifications
Bachelor’s degree in the social sciences, education, public health, epidemiology, guidance and counseling or related field.
One year of recent experience as an outreach specialist, preferably in a social, economic or community development program.
One year of experience in case work, group work, social research or community or public relations.

This is a grant-funded position. The continuation of this role depends on the availability of ongoing funding. Employment beyond the current grant period is not guaranteed and will be based on the renewal of funding.

The City of Detroit is pleased to continue to provide a medical plan option to our Administrative Special Services Employees for the 2020 plan year. This plan is provided by Blue Care Network of Michigan and utilizes their PCP Focus Network. This plan provides you with the opportunity to receive an enhanced level of benefits and pay less out of your paycheck for your medical plan. There are two important requirements that you should consider and understand if you should decide to enroll in this plan. You will have to choose a primary care physician that serves within the PCP Focus network. This primary care physician coordinates your care. The network includes over 22,000 Primary Care Physicians. There are also Wellness Requirements that you (the subscriber) must meet in order to remain in the enhanced level of benefit.
Administrative Special Services Staff (Exempt) are eligible for the following benefits:
+ CURRENT SICK LEAVE – Granted (3) months of continuous service. (1) day per month, not to exceed (12) days per year.
+ VACATION – Granted (1) day per pay period, not to exceed 20 days per fiscal year
+ PAID HOLIDAYS – Granted if paid for 600 straight time hours in the (12) months prior to the holiday
+ MILEAGE REIMBURSEMENT - Granted on same basis as regular employees.
+ WORKERS COMPENSATION – Covered by applicable laws.
+ UNEMPLOYMENT COMPENSATION - Covered by applicable laws.
+ HOSPITALIZATION – You are eligible to purchase healthcare benefits for yourself and your dependents under a group rate. You will be responsible for the full premium, no employer contribution will be applied. Please review the Health Care Plan Options Booklet for more detailed information.
+ This position is not eligible for the City Pension Plan, dental, vision, optical, death, life, disability, funeral, reserve sick or jury duty.
Administrative Special Services Staff (Non-Exempt) are eligible for the following benefits:
