Community Outreach Liaison Job Details Job Location Early Head Start SB - San Bernardino, CA Position Type Full Time Education Level 4 Year Degree Salary Range $22.00 - $24.00 Hourly Description PROGRAM SUMMARY: Volunteers of America is a federal and stated funded comprehensive early childhood education program with a focus on child development that includes a child’s cognitive, physical and social emotional growth and development. The program fosters Family Engagement in all areas of a child’s development and provides comprehensive resources to low income families in the areas of health, nutrition and community resources. POSITION SUMMARY: Under the supervision of the Family Service Coordinator, the Community Outreach Liaison will oversee the collaborative, planning and coordination of community events of the Early Head Start. Ensuring compliance with federal and state regulations, serving as a community outreach liaison identifying possible community partnerships and education opportunities with local business and organizations; and performs related duties as assigned. ESSENTIAL JOB FUNCTIONS: + The duties below are intended to provide an overview of the duties required of the Community Outreach Liaison: + Ensures compliance with federal, state and local requirements including licensing requirements and program regulations. + Day-to-day coordination of parent involvement activities including facilitations of all parent meetings, trainings, community events and extracurricular activities. + Serve as staffed position to the Policy Council while maintaining all records. + Recruits and trains parent volunteers to serve on the Parent Committee and Policy Council; trains parents to review and make recommendations and to assist with the program’s annual self-assessment and ensures compliance with regulations. + Assist with website maintenance and social media platforms. + Publish and manage web content and keeping up online presence (twitter, Instagram, Facebook). + Assists in the recruitment of volunteers for community events and partnership meetings. + Participates in the development and ensures execution and implementation of program goals, school readiness goals, family partnership and engagement goals, and child outcomes. + Prepares written and oral reports for policy and parent groups. Transcribes and distributes minutes from meetings. + Tracks, audits and ensures in kind is submitted to admin office. + Plans and schedules Parent Education meetings and provides two-day intensive training for Parent Policy Committee members. + Develops and distributes flyers and pertinent information for all parent involvement and community related events. + Writes and/or revises policies and procedures, coordinates and compiles data necessary for surveys and reports. + Trains teaching staff on their role in parent involvement to maximize the parents’ potential in the classroom. Coordinates Community involvement events. + Participates in various community-based programs and networking groups. + Collect, enter and maintain data related to parent involvement activities into electronic record keeping system. + Other duties as assigned. This employer participates in e-Verify. #INDHP Qualifications EDUCATION, QUALIFICATIONS AND EXPERIENCE: EDUCATION: + Bachelor’s Degree from accredited college or university in early childhood education, social services, communications, marketing or related fields preferred. EXPERIENCE: + At least two years of experience working in education and/or communication setting. + Experience in presentations, trainings, planning and recruiting. + Basic knowledge of current social media trends. KNOWLEDGE AND SKILLS: + Must have ability to read, write and speak in English. Bilingual in Spanish preferred. + Must be computer literature and have experience with Microsoft Office 2000. + Must have knowledge of relevant federal, state and local laws, rules, and regulations, including Head Start. + Knowledge and familiarity of the communities and populations served through Volunteers of America programs. + Ability to effectively manage time and be flexible to the demands of the positions. + Ability to maintain professional boundaries with the other employees and with children and families. + Ability to maintain confidentiality of all records and information that pertain to children, families, employees, agencies, and its related interests. LICENSES/PERMITS/CERTIFICATIONS: + Must obtain Mandated Reporter Certificate within 60 days of hire, RELATIONSHIPS: + Staff & Parents + Community Agencies REQUIREMENTS: Prior to hire, the following must be assured: + Clear criminal record following a fingerprint screening with the Department of Justice (DOD, Federal Bureau of Investigation (FBI), Child Abuse Central Index (CACI), and Megan's law. + Completed and signed statement of any pending and prior criminal arrests/ charges/convictions related to child sexual abuse, child abuse and neglect, and/or violent felonies. + Successful completion of an initial health examination, performed by OR under the supervision of a physician, to determine, at a minimum, if the prospective employee can perform the duties outlined in the position description. + Proof of the absence of Tuberculosis, from a physician, to show that the prospective employee is cleared to work with children and families. + Must present documentation of current immunization against Influenza, Measles, Pertussis (TDAP), and COVID-19. + Use of an automobile with proper insurance coverage and valid California driver's license. PHYSICAL DEMANDS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job: + • Ability to lift 30 pounds if required. + • Ability to squat, bend, stoop, sit on floor, stand, and walk for required period. + • Use close vision, color vision, peripheral vision and depth perception along with the ability to focus vision. + • Reach with hands, arms and use hands and fingers to handle objects and operate tools, computers, and/or controls.
