We have a career opportunity for a Community Services Manager. The Community Services Manager performs a highly responsible role in managing, planning, and coordinating human services initiatives, with a strong focus on implementing a collective impact approach to address social and human service needs in the City of Rockville. This role encompasses administrative, supervisory, and programmatic responsibilities, including overseeing a multi-functional team, providing direct services, and leading cross-sector collaborations. The position ensures services are delivered effectively and inclusively while organizing efforts to achieve shared goals across stakeholders. Work involves regular evaluation of program outcomes, strategic planning, and community engagement.
Lead and Supervise the Community Services Division: Provide goal-oriented leadership and management for the Community Services Division. Supervise a multi-disciplinary team delivering services in areas such as emergency assistance, youth development, counseling and social services. Ensure staff are well-trained, supported, and supervised in accordance with policies and procedures of the City of Rockville and with the requirements of contracts with Montgomery County Department of Health and Human Services and other external partners.
Integrate Collective Impact Strategies: Implement a collective impact approach by organizing and leading cross-sector collaborations to address complex human service needs. Convene stakeholders from nonprofit organizations, government agencies, and community groups to develop a common agenda, align activities, and establish shared goals for addressing human services needs that include housing, health, and social service needs, among others.
Backbone Support for Collaborative Efforts: Act as the central coordinating entity for the city’s human service initiatives, providing administrative support, fostering continuous communication, and maintaining alignment among diverse partners. Facilitate regular stakeholder meetings and workgroups to ensure ongoing collaboration and collective action.
Shared Measurement and Outcome Monitoring: Establish and oversee shared measurement systems to track progress on collective impact initiatives. Utilize data to assess program effectiveness, inform decision-making, and guide adjustments to service delivery strategies. Ensure compliance with grant and contract requirements and program goals.
Human Service Needs Assessment and Strategic Planning: Conduct ongoing community service needs assessments to identify gaps in services and areas for improvement. Facilitate strategic planning sessions with internal and external partners to establish priorities, coordinate resources, and design innovative programs to meet emerging needs.
Provide Social Work, Counseling, and Direct Service Oversight: Oversee social work practices within the division, ensuring services are culturally responsive, confidential, and client centered. Guide staff in crisis intervention techniques, direct service delivery, and case management. Serve as a resource for complex cases and emergency situations.
Coordinate and Administer Grant-Funded Programs: Manage the city's grant process for local nonprofit agencies that provide human services, including application review, funding recommendations, monitoring of service utilization, and conducting of site visits. Identify funding opportunities to support collective impact efforts and manage special projects tied to grant-funded programs.
Mutually Reinforcing Activities: Facilitate coordination among service providers to implement activities that complement each other. Leverage the strengths of each partner organization to maximize the impact on individual, family, and community health and well-being.
Capacity Building and Technical Assistance: Enhance the capacity of local organizations to engage in collective impact initiatives by providing training, technical assistance, and support in areas such as program evaluation, grant management, and data analysis.
Crisis Response Coordination: With fellow Department managers, co-lead coordinated responses during emergencies or disasters, with specialized attention to mobilizing resources across sectors to meet the community’s human service needs effectively.
Administrative and Budgetary Responsibilities: Participate in the preparation of the departmental budget, monitoring of expenditures, and ensuring financial accountability. Review staff reports, manage special projects, and represent the city in various local, county, and state human services forums.
Staff Training, Development, and Evaluation: Recruit, train, and supervise staff, volunteers, and interns. Conduct performance appraisals, provide professional development opportunities, and ensure adherence to applicable policies and regulations.
Serves as liaison to Human Services Advisory Commission and other appointed taskforces and committees as needed.
Coordinates the city's annual Holiday Drive Program.
Master’s degree in public administration, social work, policy, or a closely related field, with five (5) years of progressively responsible experience in public administration, program management, social work, or stakeholder collaborations.Preferred Qualifications:
Current and active licensure as a licensed independent social worker, licensed professional counselor, or other license that allows individual to provide independent care and services, as well as supervision of graduate interns is desirable. Prior experience in housing and community development settings with wrap around housing and human service programs. Knowledge of outcome measurement approaches related to human services programs.
Knowledge of the principles and practices of social work, project management and program administration.
Skill in planning, developing, and administering comprehensive community outreach and educational programs utilizing full-time and part-time personnel, volunteers and interns.
Knowledge of grant programs, including the development, monitoring and evaluation of qualitative and quantitative measures.
Proficiency in more than one language desirable.
Ability to express ideas clearly and concisely, verbally and in writing, to groups and individuals.
