OSP facilitates over $1.8 billion annually in sponsored project awards. This position is eligible for telework. **POSITION COMPLEXITIES** The individual in this position must be able to analyze, prioritize, and balance a challenging workload in a deadline driven working environment. The GCA will be comfortable making independent decisions based on sound judgment and will independently assist faculty and their delegates or representatives. **POSITION DIMENSIONS AND IMPACT TO THE UNIVERSITY** The Grant and Contract Analyst (GCA) reviews and ensures the timely submittal of research related grant and contract proposals. The GCA also reviews, negotiates, and approves federal and non-federal awards on behalf of the University. This position has delegated signature authority and the responsibility to make certifications on behalf of the University. The GCA serves as the liaison between the University and the awarding agency. Thorough administrative analysis and independent judgment are critical components of this position. **DUTIES AND RESPONSIBILITIES** Proposal Review and Submission – 50% + Reviews complex proposals that may include applications to large, complex programs with multiple collaborators. + Communicates sponsor and regulatory requirements to department representatives as part of proposal review. + Interprets University policies as they relate to the proposed work. + Uses multiple sponsor electronic systems, which may require effective troubleshooting to resolve system issues. + Collaborates with other University offices to facilitate the smooth preparation, review, and submission of larger, more complex proposals. + May act as a subject matter resource to department units during the early proposal preparation phase.Award Review, Negotiation, and Acceptance -50 % + Reviews and accepts grant and contract awards from federal and non-federal sponsors. + Evaluates award terms and conditions to ensure consistency with federal and state law. + Negotiates acceptable award terms that are consistent with federal and state law, University policy, processes, and systems; and that are also consistent with originating sponsor or funder requirements. + Communicates federal grant management and non-fiscal compliance requirements to faculty investigator and department representatives. + Serves as the University liaison to sponsor representatives to gather or provide information and reconcile issues pertaining to grant and contract awards. + Interprets, explains, and applies complicated rules, regulations and policies to specific work scopes and award terms and conditions. **MINIMUM REQUIREMENTS** + A bachelor’s degree AND five years of increasingly responsible experience in grant and contract administration OR additional related years of experience in lieu of the degree. **Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.** **ADDITIONAL REQUIREMENTS** + Knowledge of federal regulations, sponsor guidelines, the Federal Office of Management and Budget Uniform Guidance (2 C.F.R. Part 200), and Federal Acquisition Regulations (FAR) as they relate to sponsored program activity. + Experience with federal electronic research administration systems. + Able to quickly adapt to changing regulations, apply knowledge to different fact situations and make independent decisions. + Proficient in modern computer applications and platforms like MS Office Suite, MS Teams, Zoom and database systems. + Demonstrated ability to work collaboratively within and across teams. + Strong written and verbal interpersonal and communication skills. + A demonstrated capacity to work with and within a diverse community. **DESIRED QUALIFICATIONS** + Experience with copyright law, academic publication practices, intellectual property rights, and data ownership. + Knowledge of non-profit foundation funder policies. + Experience working in a large education institution with a diverse research portfolio. **CONDITITONS OF EMPLOYMENT** This position requires the ability to meet strict proposal submission deadlines which may require working beyond normal hours including evenings and/or weekends. These deadlines apply to nearly all facets of grants processing and include the sponsoring agencies as well as University personnel. Additional deadlines apply for the federal and state agencies at the close of their fiscal years. **Application Process:** The application process may include completion of a variety of online assessments to obtain additional information that will be used in the evaluation process.
