Role Description:

The Australasian Compliance function is responsible for ensuring BlackRock Investment Management Australia Ltd (BIMAL), BlackRock Investment Management NZ Ltd (BIMNZ), Global Infrastructure Management Advisory Ltd (GIMA) - collectively, Blackrock Australasia, fulfil their local regulatory obligations and that BlackRock compliance policies and procedures are applied in relation to them.

Australasian Compliance is part of the APAC Compliance Program, and that Program informs its operations.  The Program recognizes the Australasian Compliance function is responsible for local entity compliance support, notably including monitoring compliance with local entities’ Australian Financial Services Licenses (AFSLs), and with local regulatory obligations.

Australasian Compliance is also responsible for a range of compliance activities comprising; Regulatory Engagement & Development, Enterprise Compliance (including Monitoring & Surveillance, development of and Policies and Procedures), Core Compliance (employees’ personal obligations), Financial Crime, Investment Advisory Compliance, and Marketing & Distribution.  The APAC Compliance Program ensures Australasian Compliance benefits from APAC functional expertise and support in relation these functions.

The Vice President/Senior Associate will support the Australasian Compliance function in fulfilling its responsibilities.  This newly created role recognises the increased responsibilities of the Australasian Compliance function in supporting global mergers between BlackRock and key strategic entities.  It also recognizes the increased focus of the Australasian Compliance function in relation to Private Markets generally, as Australasian Compliance works increasingly closely with the APAC Advisory compliance team to properly support local Private Markets investors.

Responsibilities:

Initial responsibilities will be primarily focused on:

Fulfilling recurring compliance obligations, including for example:

Review of marketing materials;

Providing compliance input in relation to client due diligence requests and requests for proposals (RFPs);

Completion of periodic attestations;

Preparation of governance papers; including in relation to the BIMAL Compliance Committee, BIMAL & GIMA Boards, and Australasian Risk & Controls Committee;

Liaising with External Auditors to facilitate the audit of the BIMAL Compliance Plans;

Co-ordinating the annual assurance process in relation to the BIMAL Compliance Plans;

Assisting with regulatory filings; and

Assisting with monitoring regulatory reforms and developments in Australia and NZ where relevant to BlackRock Australasia

Providing advice in relation to the operation of local regulation and BlackRock policies and procedures; for example, in relation to Marketing & Distribution, Conflicted Remuneration, Fund Disclosure, and Design & Distribution Obligations.

Supporting the Australasian Compliance team and key business stakeholders in fulfilling ad hoc projects.

Qualifications / Experience Required:

At least 3-5 years of regulatory compliance experience, ideally in investment management, and including both Public & Private Markets.

Basic understanding of the Australian regulatory environment insofar as it applies to investment management, and in particular registered managed investment schemes.  New Zealand regulatory understanding is not required, but would be beneficial.

Basic understanding of investment products (preferably both ETFs and unlisted managed funds).

Self-motivated individual, with a commitment to excellence.

Ability to collaborate and operate across a network of teams.

A keen interest in further developing regulatory compliance expertise.
