The compliance manager is responsible for compliance throughout the proposal and bidding process and works to ensure all proposal documents and deliverables comply with the Request for Proposal (\"RFP\").

Job Responsibilities

Manages a team of (3) comprising: compliance specialist (1) and proposal coordinators (2).Trains and mentors proposal coordinators in partnership with the Compliance Specialist.Responsible for compliance across all bids. Identifies and assesses potential risks and develops plans to minimize or eliminate them.Works with all stakeholders to address ethical or compliance issues and find solutions.Develops standards, protocols, and procedures to ensure coordination and communication with cross-functional teams. Responsible for quality control compliance against the RFP for all proposal documents at each stage of the technical proposal. Reads/reviews RFPs and all associated Q&A, pre-bid documents, attachments, and addenda. Manages and facilitates RFP Review meetings as needed.Participates in all strategy, status, RFP review, and proposal review calls.Reviews and updates the Proposal Checklist with proposal coordinators.Holds oversight for all deliverables (client lists, references, attachments) to ensure clarity and compliance.Writes formal questions related to RFP requirements and manages oversight of the Q&A process, ensuring all compliance questions are asked and answered.Checks the proposal drafts at each stage for compliance to ensure the writer is answering the questions. Reviews text to ensure strategy and key messaging are present and clear in the proposal.Responsible for final compliant upload or print production of proposals.Responsible for the accuracy and completion of all forms for each bid response utilizing Adobe or similar programs Redacts proposals, etc. according to company policiesEnsure forms are complete following all proper signatures, seal, and notarize requirements noted in each RFP.Gathers all necessary documents, data, statistics, attachments, and other materials to produce compliant proposals. Must be able to interface with various departments and suppliers.Responsible for overseeing the physical collation, packing, and shipping of proposal documents and final files for electronic uploads.Reads and understands each bid's DBE (Disadvantaged Business Enterprises) requirements. Requests bank letters, bonds, business licenses, tax implications, insurance, and contract exceptions (legal and risk).Creates proposal drafts using boilerplate text and customizes proposal drafts to meet the RFP and project strategy (i.e., training requirements, management team names, job positions/titles based on RFP requirements, etc.) Coordinates with legal and risk teams to obtain document exceptions and forms compliance.Updates Salesforce and Microsoft Teams sites as needed.Updates Drafter Manual and Standard Operating Procedures (SOPs) for the compliance team.

Education and Experience Requirements

 

BA or BS degree in English, Journalism, Psychology, or Social Science.Experience with managing teams.Microsoft Office (Word, Excel, PowerPoint, Outlook) Microsoft Teams, and Adobe Acrobat Professional superuser. Salesforce experience preferred.Must be resourceful, ask questions, and create solutions.Critical thinking skills, as are creative problem solving and time management, are a must.Strong communication (speaking, writing) skills and professional behavior under pressure. They must be honest, organized, and able to simultaneously work on multiple high-priority tasks. Transportation sector experience preferred.Expert or highly advanced proficiency with Microsoft Office Suite
