Role Overview: The Real Estate Compliance Quality Assurance Analyst contributes to fulfilling IHCDA’s mission and strategic operational and program goals by providing quality assurance for the Real Estate Compliance related to initial closeout monitoring, ongoing rental compliance, and physical inspections. Programs include, but are not limited to, the HOME Investment Partnership Act (HOME), IHCDA’s Affordable Housing and Community Development Fund (DF, formerly TF), National Housing Trust Fund (HTF), and the Low-Income Housing Tax Credit (LIHTC). Salary Statement: The salary for this position traditionally starts at $47,320.00 but may be commensurate with education or work experience. A Day in the Life: Conduct Quality Assurance of Ongoing Compliance Monitoring, Close Out Monitoring, and Physical Inspection processes for RHTC, HOME, HOME-ARP, CDBG, HTF, NSP, and Development Fund awards: + Develop process and Standard Operating Procedure for quality control audits, including determining appropriate sample size. + Conduct quality control audits of Annual Owner Certification reviews completed by ongoing compliance auditors to ensure compliance with IRS and HUD regulations and IHCDA policies and procedures, as well as to ensure consistency between IHCDA compliance auditors. + Conduct quality control audits of ongoing rental file monitorings completed by ongoing compliance auditors for all relevant programs to ensure compliance with IRS and HUD Regulations and IHCDA Policies and Procedures, as well as to ensure consistency between IHCDA compliance auditors. + Conduct quality control audits of closeout monitorings for HOME Homebuyer, HOME Rental, NHTF, CDBG, and NSP completed by IHCDA’s closeout compliance auditors to ensure compliance with HUD regulations and IHCDA policies and procedures, as well as to ensure consistency between IHCDA compliance auditors. + Monitor list of all audits and inspections needed annually to ensure auditors/inspectors are timely completing required reviews and to ensure documentation exists to prove such reviews were completed and, if applicable, issues resolved. + Based on findings of quality control audits, create and deliver necessary trainings for staff and partners to ensure accurate and consistent compliance reviews. Compliance Functions: + Annually, ensure rent and income limits are updated and released via RED notice for LIHTC and Federal programs within 15 days of HUD publication date. + Oversee submission of 1602 annual report to Treasury to ensure inspections and audits are completed timely + Conduct review of all Utility Allowance approval requests submitted to IHCDA + Complete reviews of all Extended Use Policy Approval requests submitted to IHCDA and draft Extended Use Agreement modifications for signature by CREDO + Process all Modification Requests for projects in their compliance/affordability periods and ensure internal process is followed for signatures and approval + Complete all 8823 submissions for non-compliance. Confirm with auditor or inspector 8823 is warranted. Generate 8823s in DMS. Prepare for submission to IRS. Able to prioritize, organize tasks and time, and follow up. + Able to work well in a team environment and as part of a team. + Proficient in basic computer skills, i.e. Microsoft Word, Excel, and internet usage (e-mail). + Proficient in basic mathematics. + Bachelor’s degree required. Preferred in finance, business, public administration, planning, real estate development, or social work. + Preferred 3-5 years of relevant job experience in the field of affordable housing, real estate development, real estate finance, multifamily property management, or compliance, community development, or other experience related to dealing with issues of homelessness. + Certification in LIHTC and HOME compliance, or ability to obtain certifications within first year in position. Supervisory Responsibilities/Direct Reports: This role may be utilized in a supervisory capacity based on agency needs.
