Summary About the Position: Responsible for overseeing all financial, manpower, and policy management activities within the Army Security Assistance Enterprise, consisting of Army Materiel Command, TRADOC, and Army Corps of Engineers Implementing activities as well as multiple minor implementing activities, such as the Missile Defense Agency. This is a pay banded position. The NH-04 encompasses grades 14 and 15 on the General Schedule. Responsibilities Conduct comprehensive budget planning, forecasting, and analysis for programs, including Foreign Military Sales, to optimize the use of resources. Prepare, defend, and justify budget submissions and financial reports to senior leadership, Department of Defense (DoD) stakeholders, and Congress as required. Formulate, implement, and maintain Army Security Assistance Enterprise (ASAE)-specific financial policies, ensuring alignment with DoD and Army directives. Directly supervise a team of financial analysts, budget officers, manpower analysts, and accountants, providing mentorship, training, and professional development opportunities. Conduct in-depth financial and manpower analysis to identify trends, forecast future requirements, and support ASAE decision-making for DASA DEC leadership. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience: One year of specialized experience which includes: 1) Conduct budget planning, forecasting, and analysis for programs, including Foreign Military Sales, to optimize the use of resources; 2) Monitor budget execution policies to ensure alignment with agencies financial management regulations; AND 3) Assist with preparing financial and manpower reports, briefings, and/or presentations for senior leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-3/GS-13 or above).
