Job Description:

The COMSEC Responsible Officer (CRO) is a key security leadership role at L3Harris Space and Airborne Systems (S&AS) Space Systems Business Unit. The CRO is responsible for overseeing and managing all aspects of COMSEC security, ensuring the safeguarding of sensitive communications materials and the integrity of secure communications operations. This includes the implementation of critical national security directives, with a focus on NISPOM, Intelligence Community Directives (ICDs), Special Access Program (SAP) guidelines, and other applicable regulations. The CRO operates with a high level of professionalism and is expected to uphold security excellence while working independently with moderate supervision. This role requires flexibility, the ability to prioritize tasks, and effective management of customer expectations in a fast-paced environment. The CRO will interact with both internal and external stakeholders, including government security officials, to ensure compliance and support L3Harris corporate policies, particularly in protecting intellectual property.

Essential Functions:

Incumbent is responsible to the S&AS Security Manager relative to execution of responsibilities associated with the position of CRO.Administer COMSEC account management in accordance with government regulations and company policies. Perform material receiving, shipping, and inventory of all COMSEC materials.Conduct regular inventories and inspection to ensure security protocol is in compliance. Maintain accurate records and accountability for all COMSEC material holdings.Provide training and guidance to personnel on proper COMSEC procedures and practices.Respond to emergency situations or security incidents involving COMSEC material. Coordinate with internal and external stakeholders to support secure communications requirements.Ensure the proper secure destruction of COMSEC material per regulations.Develop and maintain COMSEC operating plans based on customer/program needs. Create, administer, and track requisite annual training, initial COMSEC briefing, and debriefing for all COMSEC cleared employeesResponsible for effective communications regarding security by interfacing with or liaising with external customers (Government, Associate Contractors, Subcontractors, former employees) and internal L3Harris organizations.

Qualifications:

Bachelor’s Degree and a minimum of 2 years of prior related experience. Graduate Degree or equivalent with 0 to 2 years of prior related experience. In lieu of a degree, minimum of 6 years of prior related experience.An active TS/SCI security clearance is required.

Preferred Additional Skills:

Experience as a Cleared Defense Contractor (CDC) working in corporate and/or government environments with industrial security duties in support of Intelligence Community (IC) or Department of Defense (DoD) programs.Efficient, proactive, responsive team player with excellent written and oral communication skills; able to interface effectively with all levels of corporate management and government customers.Must be proficient in computer skills including Microsoft Word, Excel, Outlook and PowerPoint.Experience using security management software and applications.Hands on, self-starting, disciplined and detail-oriented individual with ability to work independently in a high-volume environment.Working knowledge of the Intelligence Community Directives (ICD’s), National Industrial Security Program Operating Manual (NISPOM), SAP Directives, and Supplement Information system security experience desired.
