Salado Isolation Mining Contractors, managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as aConduct of Operations Specialistto join our team located in Carlsbad, NM. BACKGROUND The Conduct of Operations (ConOps) team is dedicated to support the WIPP in its vision to be the model of Operational Excellence and project management. ConOps ensures management systems are designed to anticipate and mitigate the consequences of human fallibility or latent organizational weaknesses and provide a vital barrier to unwanted outcomes. JOB SUMMARY Responsible for leading the ConOps organization mission of continuous improvement and building a capacity for resiliency. Provides ConOps and Human Performance Improvement expertise, collaborates across the WIPP enterprise to enable best practices, coaching and positive reinforcement and provides guidance through development, implementation and validation of continuous improvement applications. ESSENTIAL RESPONSIBILITIES Responsibilities of this position can be categorized: 1) coaching and mentoring to align vision and strategy for Operational Excellence, 2) assessing compliance and identifying opportunities for improvement and efficiencies, and 3) developing and delivering training. Duties that support these responsibilities include: + Interface frequently with workforce and management to apply expertise and integrate ConOps and Human Performance Improvement concepts and principles through coaching and positive reinforcement. + Develop assessment plans to evaluate compliance with ConOps elements, act as the primary interface and generate the final assessment report. Includes Safety Management Program assessment and pulse updates. + Develop Operations drill plans, act as Central Monitoring Room Controller, complete observations and after action reports and support Emergency Management during drills and exercises. + Develop training material and dynamic learning activities for ConOps and Human Performance Improvement and demonstrate knowledge and applicability of material being presented. + Maintain knowledge of and demonstrate ability to perform work safely in accordance with approved safety policies, procedures and applicable regulations and performs assigned duties in a safe manner. Actively participate in Safety Zone Committee. Exempt Grade Level(s) (32-34) Minimum Requirements:These requirements must be met to be considered for this posting. Uploaded resumes and applications are the means of determination. + Bachelor-s degree with nine (9) years of professional experience, or + Associate's degree with thirteen (13) years of professional experience, or + High School Diploma or Equivalency with seventeen (17) years of professional experience is required. Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See DOE Order 472.2 for additional information. Higher education attainment than listed acceptable per internal level identifiers of accompanying years of experience. Preferred Requirements: + Previous experience at a DOE Nuclear Facility. + Knowledge interpreting and enforcing DOE Orders and Handbooks pertaining to Nuclear Facilities (DOE O 422.1, Conduct of Operations, DOE-HDBK-1028-2009, Human Performance Improvement Handbook and DOE O 151.1D, Comprehensive Emergency Management System) + Demonstrated proficiency with standard business software (e.g., Microsoft Excel, Microsoft PowerPoint, Microsoft Word, Adobe Acrobat). + Demonstrated proficiency to collect and analyze information and solve problems based on facts and figures.
