Summary About the Position: This position serves as a Congressional and Legislative Affairs Liaison, DE-0301-4 in Army Futures Command (AFC), National Capital Region (NCR) office located in Arlington, Virginia. Responsibilities Serves as Congressional Affairs Liaison, responsible for the integration of legislative liaison programs and activities for the U.S. Army Futures Command. Provides technical, expert analysis and advice on all congressional affairs impacting the command. Develops strategy and programs for improving and maintaining strong relationships with Congress and fostering and maintaining positive liaison and sustained state and local governmental support for Army programs and resources. Advises the Commanding General, Deputy Commanding General, Deputy to Commanding General and other appropriate staff on congressional aspects of policies, plans and programs, and prepares AFC Leadership for testimony before Congress. Provides oversight and analysis of congressional activities of interest, including the status of significant legislation, authorization process and budget process. Analyzes legislation, congressional hearings, committee meetings and floor debates to assess information needs of Congress, and maintains a state of knowledge, from which to advise the Command, on developments in legislative activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes; 1) Experience working in the legislative process; 2) Managing legislative affairs and actions or engagements; 3) Providing information or responding to congressional inquiries and legislative proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-3/GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Three year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
