Construction Control Representative
Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Construction Control Representative position with the Omaha District Construction Division, U.S Army Corps of Engineers. This position primarily performs construction management and contract administration on a wide range of time sensitive projects across the nation. Responsibilities Incumbent participates in design review conferences with Project Manager, Area Engineer, Resident Engineer, and design engineers/architects and discusses construction aspects of the design and foreseeable problems. Work performance requires the application of a comprehensive knowledge of engineering methods, techniques and disciplines, and construction methods. Projects constitute a major portion of the total construction activity, or several smaller projects within the 50 states a geographical area. These contracts and projects are varied and may include all types of Military Construction (e.g., buildings, site work, utilities, base infrastructure), Environmental Construction or Civil Construction. Observes and investigates construction at all stages to identify conflicts and/or problems, and, takes timely corrective action. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-11: One year of specialized experience which includes 1) Directing field engineering function associated with assigned project; AND 2) Recommending changes to scopes of work with assigned projects; AND 3) Monitoring construction activities are conducted in a safe manner. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Salary includes applicable locality pay or Local Market Supplement. Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. A Relocation, Recruitment, Student Loan Repayment, Advance in Hire or Advance Leave Accrual incentive may be authorized if it is in the best interest of the government.
