The salary range represents a general guideline as ISI considers several factors when determining compensation to include but not limited to the candidate’s experience, education, skills, and market location of the position.
Position Summary:
ISI is seeking a part-time Construction Estimator (CM EST) to support the U.S. Department of Veterans Affairs’ Electronic Health Record Modernization (EHRM) infrastructure upgrades at Hines Veterans Affairs Medical Center (VAMC)in Hines, IL. The Estimator will provide cost estimating, cost control, and related services for a range of healthcare construction projects, offering technical expertise to support project planning, execution, and federal oversight.
This role involves developing detailed cost estimates, supporting contract change management, and providing critical input during progress meetings, value engineering, and issue resolution. The Estimator will directly support the Contracting Officer Representative (COR) in administering the financial and technical dimensions of federal construction projects.
Essential Job Functions:
1. Monitor and analyze project financial data and budgetary cost accounting.
2. Prepare, review, and analyze construction cost estimates, including change order proposals and Requests for Proposals (RFPs).
3. Maintain detailed spreadsheets and cost models tracking obligations, expenditures, balances, and forecasts.
4. Conduct and participate in initial and monthly project meetings; support evaluations of contractor pricing and project schedule compliance.
5. Assist in issue resolution by documenting construction-related activities and analyzing cost-related disputes.
6. Perform value engineering services and participate in VE workshops.
7. Review baseline schedules, pay applications, and contractor SOVs for accuracy and compliance.
8. Coordinate with construction managers, schedulers, and quality assurance representatives to ensure financial accuracy and scope alignment.
9. Identify and track work not conforming to contract specifications and provide cost implications.
10. Use digital tools and software systems for financial tracking, reporting, and communication.
Required Qualifications:
1. Credentialing: Must possess and maintain current professional credentialing as an Estimator.
2. Education or Experience: Degree in Estimating from an accredited institution; OR A high school diploma/GED and 3+ years of construction estimating experience.
3. Project Experience: Must demonstrate ability to perform cost estimating and analysis on large, complex federal construction projects. Experience should include identifying incongruities in pay applications, baseline schedules, and change proposals.
4. Examples of Work: Candidates must present three projects of similar scale/difficulty and provide samples of equivalent cost estimating deliverables.
5. Technical & Software Skills: Proficiency with construction cost estimating tools, spreadsheets, Microsoft Office Suite, and general project management software.
6. Communication: Excellent verbal and written communication skills; ability to support negotiations and defend cost analyses with confidence and clarity.
7. Must be a U.S. Citizen
Preferred Qualifications:
1. Prior experience with VA EHRM projects.
2. Experience with telecommunications, data/network/fiber optics construction projects.
3. Experience with interior and exterior healthcare construction.
4. Familiarity with Submittal Exchange, Microsoft Teams, and other file sharing platforms.
5. Experience supporting design and construction of medical facilities, including specialized clinical environments.

Work Setting/Environment/Travel Requirements:
· Monday through Friday, Normal business hours 8:00 am – 5:00 pm
· Work is part-time and remote with occasional site visits (about twice per month)
