Position Summary: Responsible for business development, financial success, and managing staff for the department at the local level.
Essential Functions and Responsibilities
+ Support the management and growth of JMT’s Construction Management (CM) and Construction Engineering & Inspection (CEI) Business in its Carolinas Region, primarily for area encompassing NCDOT Divisions 1, 2 & 3 and other areas as needed, and local clients within this geographic region. This support includes identifying prospective employees, vetting through individual and/or group interviews, hiring in accordance with company policies & procedures, and placing in work assignments with clients
+ Assist in the preparation of Statement of Interests/Technical proposals and price proposals
+ Assist with determining teaming partners for upcoming opportunities
+ Coordinate with Marketing Department for upcoming pursuits
+ Support marketing/business development for all transportation construction management and inspection projects in the assigned areas
+ Support managing contracts, including invoicing and financial management
+ Build and maintain client relationships
+ Staff recruitment/retention/training
+ Project QA/QC – To include jobsite visits for evaluation of staff performance
+ Assist with coordination of staffing assignments on active and upcoming projects
+ Become familiar with client procedures and requirements and confirm CEI staff are following client procedures and policies and meeting client expectations
+ Understand construction schedules and how they may affect staffing needs
+ Be aware of project progress and advise appropriate parties of possible budget overruns and critical project issues
+ Attend weekly and monthly Regional/Discipline management meetings, when required, to report on CM/CEI happenings
+ Perform other related administrative and managerial duties as needed

Required Skills
+ Strong Computer Proficiency
+ Written and verbal communication skills
+ Active driver’s license and reliable motor vehicle
+ Must successfully complete and pass JMT's Motor Vehicle screening prior to operating company vehicle
Required Experience
+ Bachelor’s degree in civil engineering or a related field from an accredited program or commensurate experience in the field of construction management
+ Must be capable of organizing and managing people and projects and be able to work well independently as well as with clients, including government officials and contractors, and to prepare technical and price proposals
+ Minimum of 10 years of CM/CEI experience including construction management and experience managing construction inspectors in North Carolina
+ Qualified applicants must be an excellent communicator, possess strong verbal and written communication skills as well as possess strong computer skills as well as practical CM/CEI capabilities
+ Experience working with local clients (NCDOT and Local Government Agencies) preferred
+ Experience analyzing and interpreting highway construction plans
+ Experience planning, developing, scheduling, tracking and completing projects independently or with limited supervision
+ Thorough understanding of DOT Standards and Specifications and Roadway Standard Drawings
Preferred Experience
+ Professional Engineer License or equivalent
Working Conditions
Work is performed within a general office, construction field office or on a construction project site environment. Work is generally sedentary in nature, but may require occasional standing, climbing and walking. Within the office environment, most locations provide an environment where lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc.
