About you and this role

Dow has an exciting opportunity for a Senior Construction Manager with the Field Execution Technology Group’s (FET) North America Large Project Construction Team. The North America Large Project Team is seeking a Senior Construction Manager with an Owner background and knowledge to safely execute field construction. This position will have a primary office location in Houston, TX or Freeport, TX but could be assigned to a project at any of the Dow sites in North America. Assignments made outside of the home office location will require extended duration travel and / or temporary relocation.

The Senior Construction Manager has overall accountability for the management and administration of construction contracts for large projects ($10MM - $900MM). The Senior Construction Manager leads the construction management work process, demonstrates competency with directing teams, staffing, hiring, planning and construction execution on their assigned projects. The Senior Construction Manager has the primary accountability to ensure that construction of facilities meet Environment Health & Safety (EH&S), quality, schedule, and cost requirements. This role can lead Large and Mega-projects but will also sometimes lead multiple intermediate projects. Capable of being a candidate on regional and/or international assignments and supporting global Tech Center initiatives related to the construction discipline. May also serve as a Program Construction Manager where the successful candidate may be accountable and lead less senior construction manager/s assigned to a very large/mega project. Requires in-depth conceptual and practical knowledge in construction job discipline and basic knowledge of related job disciplines.

Responsibilities

Champion the use of construction safety best practices and drive to a zero-incident safety culture on all projects.Knowledgeable on Life Critical Standards and able to plan construction activities based on these requirements.Lead the Construction Management staff on a particular project, including visible, proactive leadership in all matters related to safety, quality, schedule and cost.Develop Construction Management plans to identify construction resource needs / hiring plans for specific projects. Ensure that the budget reflects the plan and work with the Project Manager if discrepancies arise. Work with the North America Construction Director to fill the positions.Provide Construction expertise in the Front End Loading (FEL) of a project. Minimize Construction costs through proper planning, technology application and constructability techniques. Must be able to lead constructability, interactive planning sessions and Construction Readiness Assessments with the project team.Knowledgeable with the practice of Construction Work Areas (CWA) and Installation Work Packages (IWP). Advocates use on projects for creating value.Provide input to the Contract Labor Strategy – Lump Sum vs. Time and Material or a hybrid contract.Administer the Construction contracts through the use of Dow’s Construction Management Work Process Discipline and Global Project Methodology. Understand and utilize the Construction Management Work Process discipline.Capable of leading multiple projects versus one large or mega project.Knowledgeable in the application of construction change orders and contract administration. Experience with Dow’s Construction Contract and Cost Management Tool (CCCM) for change orders and communications or a similar program / work process.Ability to manage multiple construction contract companies, deliver EHS performance, resolve claims and monitor / control labor cost.Knowledge in highly integrated construction schedule analysis. Ability to evaluate contractor schedules for productivity and earned values (Earned Value Metrics / EVMs).Assist in the development of integrated schedules (Engineering, Construction and Turnaround). Ensure that Construction schedules are met or that discrepancies are communicated timely.Minimize start-up and operability issues through the use of Quality Plans.Drives utilization of Dow’s best practices and Most Effective Technology (MET) on all projects and advocates for advanced solutions and industry technology where it can add value.Coach and mentor inexperienced Construction personnel.Facilitate / Lead / Participate in North America Construction Management or Construction Tech Center improvement initiatives / work improvement teams.Ability to lead a cross discipline team towards a common goal / objective.Accountable / Responsible for completing modules 1 & 2 of Dow’s Construction Manager Qualification process within 6 months.

Required Qualifications

A minimum of a bachelor's degree or relevant military experience at or above a U.S. E6 ranking OR Canadian Petty Officer 2nd Class ranking.At least 6 years of relevant Construction experience required. In lieu of a degree, at least 10 years of Construction equivalent experience is required.  A current, valid US driver’s license is required.Proficiency in Microsoft applications, such as Power Point and Excel, and can learn new systems quickly.This is a day shift, but you must be able to work overtime as needed, including evenings and weekends.

A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.

Preferred Qualifications

10 or more years of experience in a Construction environment and/or Chemical Industrial environment.10 or more years of experience in any field execution role with the responsibility of overseeing/managing/supervising contractors is preferred.Degree disciplines in Engineering or Construction Management are preferred.Quality Assurance experience within a Construction environment.Experience with Cost Tracking and Change Management is preferred.Experience on Large projects with a total install cost (TIC) greater than $10MM.
