The **Construction Manager (FEMA PA Specialist)** will be responsible for overseeing all aspects of FEMA Public Assistance (PA) work/construction projects from cradle to grave, ensuring compliance with regulations and guidelines. A successful candidate for this position will have experience with FEMA PA work, site inspections, and construction. This position will require the candidate deploy to work at client sites as assigned. We are seeking someone who can work on a dedicated full-time basis. You must not be engaged in other employment during our working hours. Verification, such as publicizing your role on LinkedIn, is required. In order to qualify as an **independent contractor** , the candidate must have an active EIN, registered business name, etc. Successful candidates will be required to obtain a FEMA badge; once obtained, that candidate is then eligible to be selected to begin work on projects based on client approval. **Responsibilities for the Construction Manager (FEMA PA Specialist) Include:** + Manage and oversee all aspects of FEMA Public Assistance (PA) work projects, including project scope development, budgeting, scheduling, and implementation, ensuring compliance with FEMA regulations and guidelines. + Conduct detailed site inspections to assess damage, identify eligible work, and develop comprehensive scopes of work for repair or replacement of infrastructure, including roads, bridges, water control facilities, public buildings, and utilities. + Prepare and submit accurate and timely documentation, including damage assessments, cost estimates, and project proposals, to support FEMA Public Assistance (PA) funding requests. + Collaborate effectively with a diverse range of stakeholders, including government agencies, contractors, engineers, and community members, to facilitate project execution and ensure successful completion. + Monitor project progress, track expenditures, and ensure adherence to quality standards and timelines, proactively addressing any challenges or roadblocks that may arise. + Provide technical expertise and guidance on FEMA projects (Categories A-G), interpreting regulations, and offering solutions to complex issues related to infrastructure repair and restoration. + Contribute to the development and improvement of permanent work processes and procedures, incorporating lessons learned and best practices to enhance efficiency and effectiveness. **Qualifications for the Construction Manager (FEMA PA Specialist) Include:** + At least five (5) years of experience in emergency management, civil engineering, construction management, or a related field. + Bachelor-s degree or higher. + Proven experience in managing and implementing projects under FEMA-s Public Assistance (PA) program, demonstrating a thorough knowledge of FEMA regulations and guidelines (Categories C-G at a minimum preferred). + Strong communication, interpersonal, and collaboration skills, with the ability to effectively interact with diverse stakeholders, including government officials, contractors, and community members. + Excellent organizational, project management, and problem-solving skills, with the ability to act as a consultant and provide constructive feedback to clients. **Compensation for the Construction Manager (FEMA PA Specialist) Includes:** + Hourly rate range of $55-$85. Compensation decisions depend on a wide range of factors, including but not limited to skills, experience and training, licensure and certifications, internal equity, location, travel requirements, and other business and organizational needs.
