Position Summary:
ISI Professional Services is looking for an experienced Construction Manager - Scheduler with expertise in the construction industry to provide Owner's Representative construction management services to a DoD client. The Construction Manager - Scheduler will work to support a DOD client looking to manage the construction of a new Bureau of Engraving and Printing (BEP) Currency Production Facility (CPF) to provide a modern, secure, and innovative facility for the manufacturing of United States currency for the BEP. The Facility will occupy a 104-acre site in Beltsville, Maryland. The construction project is comprised of a primary building with a footprint of approximately one million square feet.The program consists of a manufacturing hall and support spaces, , laboratory/research spaces, a warehouse, vaults, a firing range, a tour area for visitors and visitor/vehicle screening outbuildings.
This role is vital for ensuring the effective planning, monitoring, and analysis of the construction schedule throughout the project lifecycle. The ideal candidate will have a strong background in project scheduling, risk assessment, and performance evaluation using tools such as Primavera P6.
Essential Job Functions
Technical and Management Analyses: Conduct thorough analyses of construction contract schedules in accordance with project specifications and provide comments and recommendations to the Contracting Officer's Representative (COR).Claims Review: Review claims related to contract disputes, including interpretations, modification costs, delays, differing site conditions, and inefficiencies. Provide insightful comments and recommendations to the COR.Schedule Data Preparation: Prepare comprehensive background schedule data for technical and legal reviews. This data will be crucial for the COR in evaluating claims presented to the Contracting Officer.Risk Evaluation: Evaluate potential win/loss risks and their economic impacts on the project. Document findings, recommendations, and solutions for review by the COR, considering outstanding issues, claims, delays, and potential litigation costs.Resource-Loaded Schedules: Ensure schedules are resource-loaded, depict standard logic, show critical paths, align with the project work breakdown structure (WBS), and accurately reflect the status of each task.Scheduling Software Utilization: Develop and analyze schedules using Primavera P6, ensuring compliance with scheduling best practices.Impact Analysis of Changes: Determine the impacts of proposed changes to project schedules, operations, resources, and modifications, assessing their effects on project timelines.Draft/Final Schedule Review: Review all outputs of draft and final schedules for completeness and technical accuracy, ensuring compliance with the project scope.Report Generation: Create, analyze, and produce various reports using tools such as Excel, Word, PowerPoint, and Tableau, providing clear insights into project status.Data Management: Demonstrate the ability to export, filter, and manipulate large data files for analysis.Schedule Graphics Creation: Develop schedule graphics for briefings that effectively communicate tasks, events, and their dependencies.Project Monitoring: Update, monitor, and maintain new and existing project schedules from inception to completion, ensuring alignment with project goals.Corrective Action Plans: Develop and present corrective action plans and mitigation strategies based on schedule risk assessments and project health analyses.Integration and Coordination: Integrate and coordinate scheduling activities across various project functions, fostering effective collaboration among stakeholders.Qualifications:
Minimum 5 years of experience in construction project scheduling, preferably on large-scale federal or military projects.A Bachelor’s degree in Construction Management, Engineering, or a related field is preferred; however, extensive experience (10+ years) in construction scheduling and relevant scheduling certifications (e.g., Project Management Professional (PMP), Certified Scheduling Technician (CST)), and Planning and Scheduling Professional (PSP) may be considered in lieu of a degree.Proficiency in Primavera P6 and other scheduling software.Strong analytical skills and experience with risk assessment and claims analysis in construction projects.Familiarity with USACE project requirements and federal construction standards is a plus.Experience with USACE: USACE Baltimore District project experience is highly preferred.Excellent communication skills, both verbal and written, with the ability to present complex data clearly and effectively.Physical Requirements:
