Position Summary
ISI seeks an experienced Construction Mechanical Engineer with specialized expertise in boiler plants, steam systems, and high-pressure piping to support major infrastructure upgrades at the Loch Raven VA Medical Center. This role provides full-time onsite Owner’s Representative support during planning, construction, testing, and closeout of a new Boiler Plant.
The Mechanical Engineer will oversee installation work, review technical documentation, support commissioning, and ensure all mechanical systems meet VA standards, industry codes, and project requirements.
Key Responsibilities
Provide daily onsite construction monitoring of boiler, steam, and mechanical system installationsConduct field inspections to verify contractor work complies with drawings, specifications, and applicable codesParticipate in shutdown planning, outage sequencing, and system switchoversReview and comment on mechanical submittals, RFIs, shop drawings, and test proceduresSupport all commissioning and start-up activities, including functional performance testing and documentation reviewsParticipate in progress meetings and provide engineering support for issue resolutionTrack construction progress, identify risks, and communicate impacts to stakeholdersMaintain accurate field documentation, including redlines and quality observationsAssist with evaluating change proposals and schedule impactsSupport punch list activities and final turnover package preparationMinimum Qualifications
Bachelor’s degree in Mechanical Engineering from an accredited institution6+ years of experience in design and construction supporting construction of boiler plants, steam distribution, or similar high-risk mechanical systemsStrong understanding of ASME Boiler & Pressure Vessel Code, steam plant operations, high-pressure piping, heat exchangers, and mechanical controlsAbility to read and interpret construction drawings, specifications, and commissioning plansExcellent communication skills and experience working with contractors and A/E teamsU.S. Citizenship and ability to pass a VA background checkPreferred Qualifications
Professional Engineer (PE) license preferredExperience supporting healthcare, industrial, or federal construction projectsFamiliarity with boiler plant operations, fuel systems, and system sequencingExperience supporting Owner’s Representative, CM, or A/E teamsWork Schedule and Environment
