Construction Operations Manager

Position Summary

Reporting to the EVP Major Projects, the Operation Manager leads, directs, and exercises functional authority over all aspects of construction projects including planning, organizing, budgeting, and cost reporting; ensures that the goals and objectives of each project are accomplished on schedule and within budget, and that quality and safety standards are met; directs staff in successfully accomplishing goals and objectives.

Primary/Essential Responsibilities and Duties Full Profit and Loss responsibility for the assigned Project. Oversee the activities of all the direct report entities which include Safety Manager/Engineer, Quality Manager/Engineer, Engineering Manager, Construction Manager/Superintendent, Contract Manager, Accounts Controller. Ensure the effective and compliant management and coordination of the Engineering; Scheduling; Procurement, Material Control, Construction and System Testing/Start up. Establish and maintain a competent resource in each area/department listed above to meet the requirements of the contract. Assist with the preparation, review and modification and ultimately take responsibility for the cost to complete estimates established for each phase of the work. Ensure that an effective business relationship is promoted with the Owner and all tiers of subcontractors and suppliers. Maintain effective discipline and good staff morale. Verifies estimates based on detailed review of proposal specifications.

 

General/Other Responsibilities and Duties

Represent PNR Railworks or associated Joint-Venture including preparation and presentation of reports to Executive Committee and third parties. Provide written correspondence as necessary with client, designers, partners, subcontractors, suppliers, and other parties. Personnel hiring and management. Labor planning and compliance (including unions) Administrate financial tracking systems to monitor project costs and estimates. Perform other related duties as required.

 

Required Education, Training and Experience:

Undergraduate degree or diploma in a related field of study such as Civil Engineering, Construction Management or Project Management is strongly preferred A minimum of 10 years relevant project experience in a heavy civil major project environment, including a thorough knowledge of construction industry practices, methods, processes, and standards and their impact on project activities. Professional designation such as Professional Engineer or Project Management Professional is considered to be an asset but is not required. Demonstrated experience applying knowledge of project accounting, project controls (cost, schedule, change management, etc.), material management, contract management, subcontract management, safety, and quality. Track record of successfully planning and executing major projects on schedule and within budget. Able to communicate in both English and French as our teams are bilingual

 

Talents and Abilities:

Ability to apply, interpret and understand contract law and language Clear understanding of Alternative Project Delivery models mechanisms, risks and interface management Proficiency utilizing common business and construction applications such as Microsoft Office products, Hard Dollar or JD Edwards software. Demonstrated leadership qualities and abilities; applies innovative and effective management techniques to maximize employee performance. Effective verbal and written communication skills and presentation skills. Strong client relations, influencing skills and organizational skills. Work mostly from Project Office involving significant overnight travel (mainly Eastern Canada) with occasional work from home when possible and compatible with work deliverables (under authorization from manager). Exposure to outdoor construction sites in all weather conditions. Possible work in and around live track (trains).
