Position Summary:
ISI Professional Services is looking for an experienced Construction Quality Assurance Inspector with expertise in the construction industry to provide Owner's Representative construction management services to a DoD client. The Construction Manager - Scheduler will work to support a DOD client looking to manage the construction of a new Bureau of Engraving and Printing (BEP) Currency Production Facility (CPF) to provide a modern, secure, and innovative facility for the manufacturing of United States currency for the BEP. The Facility will occupy a 104-acre site in Beltsville, Maryland. The construction project is comprised of a primary building with a footprint of approximately one million square feet.The program consists of a manufacturing hall and support spaces, , laboratory/research spaces, a warehouse, vaults, a firing range, a tour area for visitors and visitor/vehicle screening outbuildings.
We are seeking an experienced Construction Site Safety Representative to oversee safety compliance for a large-scale USACE project. This role ensures that all construction activities meet safety standards in accordance with OSHA 1926, EM 385-1-1, and project-specific safety plans. The Safety Representative will conduct inspections, attend key project meetings, review safety documentation, and manage safety submittals.
Essential Job Functions
Daily On-Site Inspections: Perform daily checks of construction activities to ensure contractor compliance with EM 385-1-1 and identify any issues, providing alternative recommendations to the Contracting Officer’s Representative (COR).Safety Compliance: Ensure all personnel comply with Site, Safety and Occupational Health (SSOH)requirements. Prepare reports on deficiencies and recommended solutions for submission to the COR.Accident Prevention Plans (APP) & Activity Hazard Analyses (AHAs): Review these documents, identify issues, and submit detailed findings to the COR.Safety Plan Review: Review project safety plans in accordance with USACE standards, ensuring all elements meet EM 385-1-1 guidelines. Document findings and submit them to the COR.Safety Meetings: Attend pre-construction conferences, tail-gate meetings, preparatory, and in-progress meetings to provide expert safety advice and ensure adherence to safety protocols.Safety Reports: Coordinate and participate in safety inspections, quality management reviews, and consultations with field personnel. Prepare comprehensive reports on findings, including recommendations for corrective actions.Technical Guidance: Assist and advise field personnel on safety duties, documenting findings for review by the COR.Qualifications:
Minimum of 5 years of experience in construction site safety.EM 385-1-1 training certification.Demonstrated experience performing safety duties on large construction projects.Familiarity with USACE EM 385-1-1 and OSHA 1926 safety standards.Certified in OSHA 30-Hour Construction Safety, First Aid/CPR, or equivalent safety certifications.Experience reviewing Accident Prevention Plans, Activity Hazard Analyses, safety plans, and conducting safety inspections.Strong report-writing and communication skills, with experience working closely with field personnel and management.Preferred Qualifications:
Certified Safety Professional (CSP), Construction Health and Safety Technician (CHST), or other safety-related certifications.Experience on USACE or other large federal/military projects.Proficiency in using Resident Management System (RMS) or similar project management software.A bachelor's degree in Engineering, Construction Management, Architecture, or a related field.Physical Requirements:
