JOB SUMMARY
The Construction Surveillance Technician (CST) supplement site access controls, implement screening and inspection procedures, and monitor construction and personnel, when required by the Construction Manager (CM), Accrediting Official (AO), Site Security Coordinator (SSC), and others as appropriate. In low and medium technical threat (Category I and II) countries, the CSTs begin surveillance of non-cleared workers at the start of Secure Compartmented Information Facility (SCIF) construction or the installation of major utilities, whichever comes first. In high and critical technical threat (Category III) countries, the CSTs begin surveillance of non-cleared workers at the start of construction of public access or administrative areas adjacent to the SCIF; SCIF construction; or the installation of major utilities, whichever comes first. Upon completion of all work, the CSTs clear and secure the areas for which they are responsible prior to turning control over to cleared American guards (CAGs).
ESSENTIAL FUNCTIONS
1. Monitor, observe, and interact with the construction workers as they accomplish their various tasks to preclude the introduction of electronic, electrical, mechanical, or any other type of hostile surveillance monitoring devices into finished construction.
2. Screen all equipment, materials, and furnishings destined for use in the controlled construction area, using X-ray machines and any and all other methods of examination as outlined in the requirements and approved by the government.
3. Operate proposed inspection equipment.
4. Utilize knowledge of all construction disciplines, to include civil architectural, mechanical, electrical, and electronic engineering principles.
5. Read and analyze designs and blueprints and recognize the architect’s intended use.
6. Analyze designs and structural complexities for ulterior purposes not intended by the architect.
7. Exercise knowledge of Intelligence Community Directive 705 (ICD 705) standards, technical surveillance countermeasures (TSCM), construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
8. Write detailed reports in English and complete the analyses of issues, findings, and security situations which require staff action.
9. Maintain daily logs during their tour of duty.
10. Other duties of similar scope and nature as assigned.
MINIMUM QUALIFICATIONS AT ENTRY
Additional qualifications may be specified and receive preference depending upon the nature of the position
Basic Qualifications
· Must be a citizen of the United States
· Top Secret (TS) security clearance with SCI eligibility
Education/Experience
· High School Diploma or G.E.D
· Two (2) years of experience as a CST for U.S. Government construction security projects
· Served on previous construction projects (preferred)
· Completion of a U.S. Government-approved CST training course
Background Prerequisites
Must undergo and meet company standards for background and reference checks, controlled substance testing, and behavioral selection survey, in addition to any mandatory licensing requirements

WORKING CONDITIONS (Physical/Mental Demands)

· Frequent sitting, standing and walking, which may be required for up to 12 hours per day and may involve bending at the waist, climbing stairs, and walking up inclines and on uneven terrain up to one-half mile per day.
