Consultant, Design & Implementation of MEAL Strategy Workshops
Context

Habitat for Humanity International (HFHI) is a global nonprofit housing organization working in more than 1,300 communities across the United States and in more than 70 countries around the world. Purpose and Rationale of the Consultancy

Findings from the 2023 HFHI AP Monitoring, Evaluation, Accountability, and Learning (MEAL) capacity assessment reveal a significant gap in the existence of documented MEAL strategies or frameworks aligned with organizational plans, such as strategic business plans and annual operating plans. Less than 50% of countries reported the presence of MEAL strategies, with the majority relying on project-based MEAL plans. The MEAL strategy design workshops aim to advance impact-driven programming by designing and implementing comprehensive MEAL strategies at the national level. The workshops will aim to help countries develop their MEAL strategies, alongside their SBPs, and align with the regional strategic framework. This alignment is visualized in the diagram below:





Scope of Work

Note that the final country MEAL strategies will not be part of the deliverables of this consultancy. Developing the final country MEAL strategies will be supported by the area office MEAL team


Reporting and Review

The consultant will report to the Senior Manager for MEAL based at the HFHI Area Office in Makati City, Philippines. A hybrid working arrangement can be agreed with the successful candidate for deliverables 1 and 2: consultation and workshop design. Deliverable 3: co-facilitating workshops will be done in-person in the identified locations.


Timeline
The engagement is expected to run for five (5) months, from December 2024 to May 2025.


Qualifications5-7 years of experience working in strategic/leadership MEAL positions in development or humanitarian organizationsDriving the design and implementation of MEAL strategies and approaches that define and measure program capacity and results, and the integration of MEAL in strategy development processes, including management and measurement of strategic metrics, providing technical guidance to organizational departments and units, national offices, and other stakeholdersKnowledge of:organizational/strategic development and management processescurrent MEAL best practices; contemporary trends and innovations in MEALPeople-centered, safeguarding, and DEI imperativeExcellent written and verbal communication skillsFluency in written and spoken EnglishDemonstrated experience in stakeholder management within a multi-cultural teamBachelor’s degree in a related field, in development studies, or relevant discipline
