CONSULTANT - Conduct of FGDs and KIIs

Project Overview and Role:

The City-wide TB Elimination Campaign (CiTEC) is a joint undertaking of Cebu City, Central Visayas Center for Health Development (CVCHD) and the Philippine Health Insurance Corporation (PhilHealth) to help address the high TB burden in the country. Through the program, Cebu City will initiate the implementation of the Universal Health Care (UHC) Act in parallel with TB elimination efforts. The former is in consonance with Cebu City Executive Order No. 047, S. 2020 integrating public and hospital services into a city-wide health system.   

The CiTEC activity employed a screen-all approach in an urban poor community and was initially implemented in 2021. Implementation continued in a limited capacity in 2022, focusing on specific target sitios in Alaska Mambaling. As part of the support to Cebu City Health Department and Brgy. Mambaling, USAID’s ProtectHealth will assess the implementation of CiTEC in Alaska Mambaling in 2022. The assessment will involve conduct of Focus Group Discussions and Key Informant Interviews among stakeholders to gather insights on implementation challenges, good practices, recommendations, and lessons learned across the various aspects of the activity.

USAID's ProtectHealth is also providing technical assistance to the Cebu City Health Department in strengthening the implementation of the Konsulta benefit package in Cebu City. Part of this support is gathering the insights of providers and intended recipients on the different operational aspects of the Konsulta benefit. Through these consultations, challenges and lessons learned will be identified and will serve as inputs to the enhancement of Konsulta implementation in Cebu City.

 Primary Duties and Responsibilities: 

As part of its technical and implementation assistance to Cebu City, USAID’s ProtectHealth will engage an organization or institution to support the conduct of Focus Group Discussions, Key Informant Interviews and Dissemination Workshops as part of the assessment of CiTEC and Konsulta implementation in Cebu City.

Duties and Responsibilities
 The firm/organization will be engaged from July to September 2023 and will be responsible for the following tasks:

CiTEC Assessment
Support to the preparatory work and conduct of four (4) focus group discussions, three (3) key informant interviews, and one (1) dissemination workshop, particularly:
FGDs and KIIs
Support the preparatory work for the conduct of FGDs and KIIs, including review and inputs to FGD and KII tools, and follow-up on participants & venue arrangements with support from ProtectHealth field staff;
Facilitate and document the conduct of FGDs and KIIs with the identified stakeholders;
Procure and distribute snacks during the conduct of FGDs and KIIs.
Dissemination workshop
Support the preparatory work for the conduct of the dissemination workshop, including follow-up on participants, booking of venue & meals, preparation of workshop materials;
Provide administrative and logistics support during the conduct of dissemination workshop;
Facilitate/moderate and document the conduct of the dissemination workshop.
Expected outputs: Inception report, Recording and Transcripts of KIIs & FGDs conducted, Documentation Report of Dissemination Workshop (in English)
Konsulta Implementation Assessment
Support to the documentation of ten (10) key informant interviews, particularly:
Attend and document the conduct of key informant interviews for the Konsulta Implementation Assessment
Consolidate and synthesize the KII results

Expected outputs: Recording (with consent of informant) and English documentation of KIIs, Consolidated KII Report

Required Qualifications:

 with at least 3 years of experience working with local communities in Cebu City
all staff to be hired must understand and know how to speak the local dialect (Cebuano)
demonstrated experience of team members in facilitation/moderation and documentation of key informant interviews, focus group discussions, and dissemination workshops.
