Puget Sound Energy’s Substation Design department is looking for a Consulting Engineering Specialist to join our team!
This role supports and leads highly complex projects as a direct contributor and consultant by utilizing skills developed through extensive utility experience in an engineering environment. Part of department’s leadership team, CES partners with department’s Consulting Engineers and Supervisor to strategize on solutions to meeting current and future technical, team, and process needs in support of business priorities.
The ideal candidate would have significant substation layout and assembly experience involving 230kV, 115kV and 12.5kV open-air substations and 115kV Gas Insulated Switchgear (GIS). This work experience should include electrical, civil, and structural elements of design.
CES leads in the preparation of or prepares engineering plans, designs, specifications, standards, cost estimates, evaluations or studies in support of substation operation and other engineering business needs. Substantial experience as a Bentley ProjectWise administrator, and use of Bentley Microstation CAD software is a must. Duties may include setting policies and procedures around data and records management, managing engineering projects, and working directly with customers.
The CES may lead or coordinate the work of engineering specialist, designers, and others who assist in specific assignments (including contractors/consultants). Candidate shall possess the QA/QC experience and judgement to quickly review drawings and other engineering deliverables for accuracy, clarity and consistency; and to promote safe, practical, and constructible designs. Candidate will provide technical advice and counsel to leadership on technical issues and is expected to provide training, technical direction, and leadership to other engineering specialist positions in order to promote development. Additionally, CES provides technical leadership to others throughout the company and requires the candidate to have the interest and ability to promote the team as an engineering resource for the company. As such, the ability to communicate effectively, clearly and concisely, both verbally and written to diverse audiences in any setting is essential.
Candidates will be required to periodically support operations and engineering objectives working outdoors during inclement weather and field conditions.

Job Responsibilities Performs the most complex and non-standard project work in support of department needs using applications and tools specific to job assignment and discipline. Examples may include: Prepares and directs others in the preparation of engineering plans, designs, specifications, and standards. Drives direction for program work. Leads others to develop and prepare engineering studies to identify specific program objectives and establish investment levels. Maintains up to date knowledge of industry codes, regulations and best practices. Leads the team or department in maintaining compliance with current requirements and directs necessary research. Prepares cost estimates and project or program evaluations. Interacts and coordinates directly with internal and external customers to understand project requirements. Performs or manages the creation and updating of job work orders and project documentation including tasks, calculations, and reporting. Conducts complex office and field research, measurement and verification of equipment data, and creates and updates equipment records. Develops standards and policies around data and records management. Ensures compliance with codes, standards, and design, operation and maintenance requirements. Interprets and/or modifies available guidelines for application to existing problems or processes. Coordinates the work of others who assist in specific assignments (including contractors/consultants). Sets policy and guides team(s) on updates to department standards, processes, templates, tools and databases to comply with industry best practices. Leads individuals or groups to perform complex technical analyses and/or evaluations with little or no supervision. Effectively communicates complex technical information, both written and verbal to team members, internal and external customers. Checks and reviews complex analyses and designs of others. Provides technical leadership, and training. Mentors and advises less experienced staff. Ensures that problem solutions are tailored to PSE’s business environment. Supports emergency response work as requested including immediate and extended restoration efforts driven by weather and other system issues. Performs other duties as assigned. Minimum QualificationsTwo-year technical degree or equivalent technical certificate in design or pre-engineering and 10+ years of relevant experience, or 12+ years of relevant experience. Must have 6+ years of direct technical experience in the subject matter of the role. Subject matter expert within assigned area of focus, and extensive knowledge of related disciplines. Organization, documentation, prioritization, and project management skills. Strong interpersonal and communication skills. Expert with PC and design software, and other database applications. Desired Qualifications Training and/or experience in leading groups, teams or individuals in performing complex projects. Experience in design, preparation of specifications, technical field work, or system studies. Experience in project cost estimating or scheduling. Experience working with both internal and external customers on projects. Knowledge of engineering economics and analysis. Additional Information

The pay range for this position is $88,000.00 - $146,500.00, and this position is eligible for annual goals based incentive bonuses.
