Expand your horizons, advance your career, and contribute to a secure future for generations.  Northrop Grumman’s Aeronautics Systems Sector invites you to bring your pioneering spirit to our inclusive team.  As a Manager of Contracts Administration 1, you’ll be responsible for leading, strategizing, and conducting proposal preparation, contract negotiation, contract administration and customer contact activities.  You will ensure proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer requirements. This position is in Sierra Vista, AZ or Clearfield, UT.  May consider other Northrop Grumman locations for the right candidate.

The successful applicant will provide senior level pre and post award contracts administration for the Aircraft Solutions Operating Unit’s DLA Spares group and must be a self-starter with the ability to manage customer relationships while collaborating with program and functional team members to facilitate successful contract execution and resolve emerging issues.  The portfolio requires a working-level manager who will have responsibility for programmatic duties as well as daily oversight of a small team of professionals. You will administer, extend, negotiate and terminate standard and non-standard contracts which requires self-motivation and the ability to handle urgent situations in a very busy program environment.  The candidate must also have knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS) as well as experience with and aptitude for managing contracts within a fast-paced, high-volume environment.  This position plays a critical role in the success of the organization.

Responsibilities:

Primary interface with Government contracting officers as well as other Government representatives relative to contractual issues

Responsible for the effective strategy, coordination, pricing, approval, submittal, and negotiation of proposals

Responsible for the effective review, negotiation, management, and closeout of contracts

Primary responsibility for effective customer negotiations of contract scope, price, terms, and conditions

Examining performance requirements, and delivery schedules to ensure accuracy and completeness

Processing specifications, progress, and other reports; advising management of contractual rights and obligations; compiling and analyzing data; and maintaining historical information.

The candidate may also conduct briefings for internal and external customers

Must be able to serve as an example and mentor to 3-4 direct reports, professionally lead and direct the daily activities of the contracts management employees, and delegate work assignments to ensure compliance, accuracy, and accomplish timely work assignment completion

Lead and/or participate in team building with internal functions (e.g. Program Management, Finance, Engineering, Safety and Mission Assurance, Supply Chain Management and Business Development)

Basic Qualifications:

Bachelor’s degree with 7+ years of experience - OR – a Master’s degree with 5+ years of professional experience

Proficiency in MS Office including Outlook, Excel, Teams, and PowerPoint

Government contracting experience that includes FAR/DFARS

Knowledge of international contracting, i.e., DCS, FMS, including ITAR

Strong proposal development skills, solid negotiation skills, and excellent written and oral communication skills

Experience negotiating and administering various contract types of varying sizes and types of agreements

Experience in working with internal and external stakeholders e.g., pricing, mission assurance, program management, subcontracts, business management, and supply chain management, to achieve contract execution

Demonstrated proactive team player with problem solving, communication, and organizational skills that can effectively manage competing priorities and deadlines

Demonstrated decision-making skills supporting resolution of complex problems while minimizing risk

Demonstrated leadership experience

Preferred Qualifications:

Ability to obtain/maintain a government classified security clearance

Excellent written and verbal communication skills, presentation skills and computer skills

Experience with Defense Logistics Agency (DLA) contracting

Experience with production and systems development programs

Experience with Contractor Logistics Support type programs

Salary Range: $92,600.00 - $139,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
