Role description:
The role is site based, reporting directly to the Project Manager (PM) Commercial Manager. The Project will be constructed over a period of approximately 2.5 years. The construction of the works will be managed by a Main Contractor with other areas of work broken down into work packages, either under the Main Contractor or directly with the Client. It is anticipated that part of the works will be constructed under the rules and regulations of PEZA / TIEZA and PAGCOR respectively. The role is to assist the PM Commercial Manager with the monitoring and reporting of all Commercial aspects of the Project across all work packages.
Role accountabilities:
1. Manage all PM Commercial aspects of the Project under the PM scope, assisting and supporting the PM Commercial Manager, including but not limited to the timing, quality, completeness and quantity of the Commercial Management deliverables in accordance with the PM scope and requirements of the Client with emphasis on Commercial Management.
2. Drive PM Commercial Management scope to achieve the objectives of the PM role. Focus on efficiencies in time, cost, quality and risk improvements.
3. Proactively manage the Commercial Management programme of works and help establish a platform for continuous improvement and accuracy through implementing tools and processes controls to ensure consistent delivery and reporting across the Project.
• Prepare and support when necessary Commercial Management documentation to award, manage and close out work packages on the Project, including but not limited to LOAs, LOINs, Purchase Order Agreements, Bonds and Insurance trackers, Commercial documentation trackers, PMIs, Variations, Extension of Time Claims, Loss and Expense Claims, Final Accounts and contract correspondence.
• Draft Commercial Management correspondence to an excellent standard to all Project stakeholders.
• Collect, review and analyse Project Commercial Management data and produce and complete reports, including but not limited to contractual claims (including extension of time and loss and expense), bonds and insurance, exceptions, budget, procurement, risk and construction programme trackers.
• Attend weekly progress meetings with Project stakeholders, including Contractors and Suppliers, establish status in respect to Commercial progress in these meetings and report to PM stakeholders status and any risk items.
• Propose solutions, tools and enhancement to existing PM Commercial Management policies and procedures to reinforce Commercial Management controls with all stakeholders.
• Measure, analyze and improve Project performance, including but not limited to cost, quality control, governance, compliance and time.
• Measure, analyze and improve Contractor and Supplier performance in Commercial Management matters.
• Align reporting models throughout Project in respect to Contractor and Supplier performance and progress to report and escalate negative trends and deficiencies in terms of cost, time and risk.
• Closely Coordinate and support the Project Package Managers and Project Quantity Surveying teams for the benefit of the Project.
4. The role requires regular communication with the PM Commercial Team Members, Project Team Members, Contractors and Suppliers and Client stakeholders to report and drive improvements in time and cost performance and mitigate risk.
5. The main key responsibilities are not limited to the above. All tasks required / requested by the PM Commercial Manager to support the successful running of the PM Commercial Team, role and responsibilities are also part of the job description / responsibility.
Qualifications & Experience:
o Recognised Degree in Project Management, Quantity Surveying or other relevant Construction discipline essential.
o Proven track record with relevant experience and understanding (at least 10 years) in Construction Commercial Management.
o Highly proficient in powerpoint and excel applications.
o Able to prioritize and manage multiple tasks and respond to growing workload.
o Strong interpersonal skills and communication skills, with the ability to effectively convey Project status, programme, cost and commercial management needs across various levels of the Project team and Project stakeholders.
o Ability to proactively perform in a fast-paced environment.
o Ability to proactively multitask across different stakeholders groups, establish priorities and manage conflicts across a demanding and varied workload.
o Ability to proactively work at all levels (administrative to strategic), to work with Project departments and stakeholders to coordinate activities and record progress.
o Strong detail orientation.
o Strong problem-solving skills, ownership of solutions and a desire to improve results.
o Excellent English speaking and writing skills.
o Preferably with experience in hotel and casino projects
