Bennett Aerospace Inc., a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Contract File Review Support in the Washington, DC. This position is remote.
Position Responsibilities:
Responsible for reviewing contract files to ensure acquisition quality across FAS. The contractor support services will emphasize complying with FAR, GSAM and FAS policies and procedures. Provide cradle-to-grave contract file reviews, analysis, and recommendations to improve the FAS Enterprise’s overall contract file quality. All reviews will include all documents included in the electronic contract file, as well as targeted reviews of specific documents or procedures such as commerciality determinations or post-award contract administration. The contract file documents to be reviewed may include, but are not limited to Determination and Findings (D&F), Justifications for other than full and open competition, Price Negotiation Memorandums, Acquisition Plans, Market Research Reports, Commerciality Determinations, Award Decision Documentation, and Findings from previous internal contract file reviews. The contract file reviews may include, but are not limited to File Reviews in preparation for Program Management Reviews (PMR) Prep and After-Action Support, Internal Contract File Reviews, Annual Trend Analysis Reports, and Other reviews as requested by the government (e.g., High Risk Deep Dives, Post-Award Annual Reviews, and Special Program Reviews). Will have access to and be able to use the FAS portfolio’s electronic contract files (ECF) such as ASSIST, CALM, etc., to conduct the reviews. Will use FAS and Office of Governmentwide Policy (OGP) created templates such as the PMR checklist to assess if a file complies with FAS policy and procedure and test the efficacy of internal file reviews that the FAS portfolios and the Procurement Management Review Division (PMRD) have done. More file review checklists and reporting templates will be developed by FAS and shared with the contractor staff. must provide a written file review report with its findings to OPC within 10 business days after they finish a review. In addition, must provide a written report that summarizes all findings for each quarter, both FAS-wide and broken down by each portfolio. Once the contractor has reviewed a contract file, the contractor must report the findings via: a completed review checklist (if applicable) recommendation for improving contract file contents documentation to ensure the files comply with FAS regulation and policy. House all contract file review results and reports in a central location such as a Google Drive. The contractor must provide the review findings and results in a format (such as MS Word/Excel, PDF or Google Doc/Spreadsheet) that allows access and sharing within OPC and with the FAS Portfolios. The contractor must collect best practices identified from its file reviews and work with the government to share them with the acquisition workforce. Monthly Status Reports: Every month, the contractor will provide a status report of all projects, file reviews and other requested deliverables. The monthly status reports must be in MS Word, PDF or Google Docs format, and stored in a central location such as Google Drive.Position Requirements:
